DISCUSSION & POSSIBLE ACTION CONCERNING REQUEST FOR CLARIFICATION <br /> OF HALL COUNTY'S RESPONSIBILITIES REGARDING RECENT CORRESPONDENCE <br /> WITH DHHS — Bonnie Kosmicki received e mails from HHS regarding the proposals for the <br /> relocation of the Pine Street office and forwarded the information to the board members. There <br /> was consideration to combine the office located at City Hall and the office located in the County <br /> Building. The proposed office space appears to be for the county office space only. The board <br /> had sent a letter to HHS asking them to reduce the required space because of the lower number <br /> of employees. Mr. Humphrey received an e mail April 19th but it was sent to the Board members <br /> regarding the RFP for rental space. Mr. Schuppan stated that that e mail was sent to the Board <br /> of Realtors. <br /> Discussion was held and Ms. Carstensen noted that there was a letter from the board that Mr. <br /> Zitterkopf prepared but there was not response to that letter, She will assist the board and there <br /> needs to be an explanation. We need to know the county's responsibilities, the space and we <br /> do not know what they want for ADA. <br /> Mr. Humphrey stated there is an ADA entrance on the south side and an ADA parking stall. The <br /> door is locked but there is a buzzer to allow entrance. There is also an ADA restroom and he <br /> noted that the only other issue could be that the fire extinguisher could be recessed in the wall <br /> so the county has made reasonable accommodations. <br /> Bredthauer noted information regarding the Gold Building in Lincoln and expressed concern on <br /> the cost. <br /> Lancaster expressed concern that this RFP was to be awarded yesterday and questioned if they <br /> were just expecting the County to pay the bill. The county was not included in this process and <br /> this proposal is not affordable and the county has space. Discussion was held that there needs <br /> to be an interpretation of the state statute. She questioned do they determine or does Hall <br /> County determine the necessary space. <br /> Arnold noted that 68-130 states we are to provide space as it was in 1983. We are meeting our <br /> obligations and they could argue that there are ADA issues but the county has addressed them. <br /> Arnold made a motion and Schuppan seconded to communicate with a letter signed by the <br /> Chair that it is our position that the 116 South Pine Street meets our requirement to provide <br /> space under State Statute 68-130. Arnold, Bredthauer, Lancaster, Lanfear, Quandt, Richardson <br /> and Schuppan all voted yes and none voted no. Motion carried. <br /> County Attorney Sarah Carstensen will prepare a letter and have the Chair sign.
