Patty Hooker Phillips, NE stated she did not attend the open house noted that not everyone has <br /> new shop buildings because they can't afford them she expressed concern hiring consultants <br /> noted the concern on the crane and that this is specialty equipment and they rent that type of <br /> equipment this needs to go to the vote of the people and wait until the new supervisors are <br /> there <br /> Dan Leiser he did not attend the open house he noted the costs that Howard and Valley County <br /> have more miles of roads and spend less and also expressed concern on the sign truck and it is <br /> just used to drive around and look at sign. <br /> Dick Hartman questioned if an item is on the agenda why don't they have to vote on it now they <br /> will have to waste their time again to come back for the vote the building does need some work <br /> Lancaster noted that she is listening and it could go to a vote of the public. She also noted that <br /> the county is under two lids they can spend up to 2.5% more and then there is the additional 1% <br /> that was not approved she also note concern regarding the CIR and wages and benefits went <br /> up 1.2 million and the fact that next year there will only be $500,000 to spend so the county may <br /> have to use the inheritance fund. Their voices are being heard and there are concern form <br /> home owners and businesses <br /> Bredthauer distributed a scale from Farm Bureau she noted the following <br /> • The cost of land and personal property the board needs to listen the farmer are hit the <br /> hardest <br /> • She noted the cost of corn was at $7.00 a bushel for only 2 years <br /> • Farmer have to own their own equipment <br /> • The study shows there is no led paint but there is ventilation problem <br /> • She noted the value of the buildings and if they are worth that much they should stay <br /> there <br /> • Next step would be the performance criteria developer and she expressed concern on <br /> the numbers <br /> • Noted the cost of the Kearney building <br /> • Noted that there is about $600,000.00 reserve and there would be about a million dollars <br /> from the sale of the current property <br /> • Noted that a bond issue for the suggested 4 million would take all of that <br /> • Noted that there is no sewer and there would have to be a lagoon and an engineer to do <br /> that work questioned if that is included it Wold also have to be pumped out <br /> • Questioned the amount of the office space <br /> • The cost is outdated so we do not know the total cost of this <br /> This needs to be tabled or go to a vote of the people. How will it be paid off we do not have to <br /> use the design build <br /> Arnold noted that they have the cost of the Kearney building but you would need to add the cost <br /> of inflation. What was to be voted on was a request for proposals for a performance criteria <br /> manager for a design build process. This is not unique to government you borrow plans from <br /> other buildings. If you go to a vote of the people you can just tax more. The board needs to <br /> prioritize what projects they do this may be more important instead of moving the County <br /> Attorney, if this is on the agenda for the next meeting it will only to be to go out for a RFP for <br /> the performance criteria developer. A developer will help the county through the process. The <br /> county could use inheritance dollars but we have to consider what is more important. <br /> 11 <br />
