Schuppan stated <br /> that he is in favor of doing that. He also noted that when Hall County did the South Locust <br /> Interchange we gave away 30 years of highway funds but during that time the county moved <br /> forward on equipment and some county road overlays. He noted that he also pays taxes but <br /> something needs to be done with the building. The idea of using the design build gives the <br /> option if it is too high to stop. He noted that it is ironic that 4 or 5 years ago there was concern <br /> that they were not going to spend money on the courthouse and now they are chastised for this <br /> building project. He would like to let people come and look at the public works building. <br /> Ms. Bredthauer stated that the county has $600,000.00 in a line item for a new building. They <br /> have the floor plans from the building in Kearney, it was $4 million dollars and was built 20 years <br /> ago and the costs go up. We have 33 employees and Kearney has 42 and they have more <br /> roads. She expressed concern that the $600,000.00 would only cover the interest and ask why <br /> everything has to be destroyed. There are concerns about the gas vapor and they also burn <br /> used oil they should be able to address these problems. She suggested that they could do <br /> some repairs save for 5 more years so they would not have to borrow so much. With the MSA <br /> there is an increase in salaries and the health insurance may also go up. The county used <br /> inheritance funds last year so the tax rate would not go up. The County needs to reconsider <br /> this. <br /> Lanfear suggested tabling this for 2 weeks and arranging for an open house. <br /> Lancaster thanked people for coming so the board could hear the concerns. She stated she <br /> learned a lot but it is not the time and she would not support moving forward unless there is a <br /> vote of the people to do so. It could be done on the November ballot. If there are concerns on <br /> the condition then then the county will have to spend some money. <br /> Schuppan stated he would like to come back in 4 weeks with more information. There would <br /> also be some value in the current property and there could be a number of changes that could <br /> be addressed. They should hold the open house first. <br /> Roger Bullington was present and stated that there are 3 types of design build under the state <br /> statutes. Rather than paying for a full set of plans they get a cost analysis and then move <br /> forward. It is the county's decision if they want to proceed. <br /> Arnold there is a concern on the air quality and also on the location. Most of the work is done <br /> outside of the city limits now.
