10:30 a.m. Held a Board of Corrections meeting <br /> 10:38 a.m. Adjourned the Board of Corrections meeting and returned to the regular meeting. <br /> 11 PUBLIC WORKS COMMITTEE—A) UPDATE ON HALL COUNTY PUBLIC WORKS <br /> FACILITY <br /> B) DISCUSSION & POSSIBLE ACTION REGARDING DEVELOPING RFP FOR DESIGN- <br /> BUILD PERFORMANCE CRITERIA DEVELOPER FOR NEW PUBLIC WORKS FACILITY <br /> Steve Riehle distributed information to the board members. He stated that in 2013 the County <br /> Board started putting dollars in a reserve fund for a new facility and there is currently <br /> $600,000.00. There was property purchased land for the new building for$150,000.00. They <br /> have not proceeded with the building and he is asking for direction from the county board where <br /> they are and if they want to move forward with a new facility or spend dollars on the current <br /> building. On November 1, 2016 a resolution was approved selecting the design-build process <br /> and there was a proposed time line. . <br /> The second handout a comparisons of a proposed new building or renovation to the existing <br /> building. There also is a draft of the design-build policy. The next step would d be to hire a <br /> performance criteria developer according to the statute process. He noted the time line and <br /> also the files regarding the design-build process. He would like direction on how to proceed. <br /> He noted that the county can always back on the process. The county could <br /> 1. Continue to save money for the process <br /> 2. Work on the list of renovation to the current building <br /> 3. Move on to the next step in the design-build process with a RFP for the criteria <br /> developer item b agenda item is that process <br /> There is a 10 page document for that process. <br /> Chair Richardson called for public participation. <br /> Ken Knadt 1610 Gretchen stated that in the past 40 year have seen the county grow. He read a <br /> statement and expressed concern on the cost of an "oversized garage" and stated it should be <br /> placed to a vote of the public <br /> Ron Wanitschke noted that the major repairs are sent to a dealer. He expressed concern on <br /> the cost of renting ground and the property taxes and also the income taxes. They cannot <br /> afford all of the taxes. <br /> Mike Dobesh stated that this is an old building and they need to fix it up and do not =need a <br /> new building. <br /> Andrew Wanitschke expressed concern that if they were to decide to spend 4 or 5 million on a <br /> new building what will happen when the land value continues to decline. He stated to just to the <br /> maintenance. <br /> David Plautz 4063 Manchester Road expressed concern on the rental of farmland because of <br /> the cost. He stated it needs to go to a vote of the people. The governor is trying to get tax relief <br /> and they need to control the dollars. <br /> Mark Janulewicz noted that there was concern regarding the asbestos in the building and the <br /> health risks for the employees. He noted information regarding the asbestos and if it is sealed <br /> 6 <br />
