Lanfear there is a gross unfairness but MAAA should be able to present their side. <br /> Ms. Bredthauer stated that she is the newest member to Senior Citizens and it is her <br /> understanding that the funding has been cut and either the County or the City will have make up <br /> this difference. This needs to be addressed. <br /> Arnold could the board could come back so MAAA can respond to the concerns and provide the <br /> information and in the spirit of cooperation MAAA should be here <br /> Lancaster expressed concern that it will be difficult for people to come back and requested that <br /> they be allowed to address this now and not have to wait. <br /> Arnold noted that the board members are not the officials for MAAA and the executive director <br /> can be here. They were not invited to this meeting or aware of the issue. Lanfear agreed it is <br /> fair to let MAAA speak. <br /> Bredthauer expressed concern on the funding cuts and she has questions why there is a <br /> difference regarding the percentage of funding. <br /> Lancaster said her concern is on the meals and there is a shortfall so where is the money going <br /> to come from and how to address it. The public should be allowed to speak. <br /> The vote on the motion made by Arnold made the motion and Lanfear seconded to table any <br /> action until after 11:00 but to allow public participation was taken. Arnold, Lanfear, Richardson <br /> and Schuppan all voted yes and Bredthauer, Lancaster and Quandt voted no. Motion carried. <br /> Richardson called for anyone that would like to address this to come forward. <br /> Theresa Engelhardt Executive Director of Senior Citizens stated that she will need to take some <br /> of the people present back to the center before 11:00. She stated that they did receive a <br /> significant cut. The chores at home program, meals to respite care givers will be managed by <br /> MAAA. They offer other programs like bingo, the gambling trips, and they have an activity <br /> program person. They also have a lot of volunteers that deliver the meals and help with other <br /> various programs. They have a large facility to maintain and questioned if the county or city will <br /> be able to help make up the difference. They also offer their building to other organizations. <br /> Theresa stated that she will have to leave but will be able to come back, <br /> Arnold ask Theresa how much there was for the care giver program and she stated $23,095.00 <br /> He stated that MAAA deals with the Older American Act and these dollars cannot be used to <br /> fund other programs. There are accounting principles that have to be followed and there <br /> guidelines they have to follow. He noted that in June 2014 it was found and they had until June <br /> 2018 to be in compliance. These changes are due to findings are from the state auditor that <br /> they were not incompliance if it wasn't corrected the funding for all of the other counties was <br /> threatened. The Older American Act dollars cannot fund ineligible programs. <br /> Lancaster expressed concern on the shortfall of$70,000.00 she does not have a concern about <br /> the $318,000.00 that they received last year. The rules have changed and things can be fixed. <br /> She is addressing the meals only and the amount that will be needed to insure that they can run <br /> the meal program. Companionship, exercise and good nutrition is important. <br /> 4 <br />
