Richardson noted the credit agencies have big lobbyists and they still pass the fees onto the <br /> debtor. <br /> Sheriff Watson noted the cost of serving papers and it now cost $24.20 per paper. That <br /> generates into a shortfall of$188,000.00 so they are subsidizing serving the papers there have <br /> been small increases but they do not keep up. The fees are set by state statute. Jerry stated <br /> that he has testified at the legislature and no one wants to touch it. The county should be able <br /> to set their own fees. It is not workable le and the gap keeps getting wider. <br /> Bredthauer questioned why we have so many people on probation and there have been studies <br /> From other states regarding how this is handled. She also questioned why the State of <br /> Nebraska does not adopt out children so they remain in foster care. <br /> Halloran noted that the judiciary committee regarding the population in the prisons and <br /> probation has increased in order to relive the overcrowding in the prisons they need to address <br /> build more prisons and also look at establishing the regional centers. Without the regional <br /> centers they are placed in community centers and end up on the street and then in prison. <br /> Mr. Quick stated they need to look at the mental heal issues and there are not enough drug and <br /> alcohol programs. We need to address the children before they get in the cycles of drug use. <br /> He also stated that the prisons are a big issue. <br /> Arnold noted that the county has used the inheritance twice in the last 17 years and we use the <br /> dollars to deal with emergency situations and use to help with our major facility issues and it <br /> would be devastating if we did not have it <br /> Lancaster thanked them for coming. <br /> 6. 10:00 a.m. BID OPENING FOR ANNUAL 2018 GRAVEL BID CONTRACT— Richardson <br /> made a motion and Lanfear seconded to open the annual gravel bids. Arnold, Bredthauer, <br /> Lancaster, Lanfear, Quandt, Richardson and Schuppan all voted yes and none voted no. <br /> Motion carried. <br /> Mr. Sherlock stated that last year he had an estimated a budget of$350,000.00 but it was cut by <br /> $50,000.00. He has $325,000.00 in the current budget and once the bids are opened today he <br /> will need to determine if they can award the bids or if he will have to cut down the amount of <br /> gravel like he did last year. He noted that in 2004 2005 it was $6.90 a ton and last year it was <br /> $9.98 a ton, that is a 14% increase and he noted it could be over$10.00 a ton.
