Lanfear made a motion and Quandt seconded to use the new fees on a monthly basis until
there they go out for bids and have a new contract in place. Arnold, Lancaster, Lanfear, Quandt
and Schuppan all voted yes and none voted no. Bredthauer and Richardson were absent.
Motion carried
6B) APPROVE CONTRACT EXTENSION FOR LAWN MOWING DOWNTOWN CAMPUS FOR
FISCAL YEARS 2018 ($140.00/WEEK, 2019 $145.00 WEEK AND 2020 $150.00/WEEK)
Mr. Humphrey provided a copy of the proposal from Bluegrass Lawn he is proposing for year
2018 $140.00/Weekly, 2019 $145.00 Weekly and for 2020 $150.00 Weekly) this year was a
partial year and the agreement ends at the end of the season.
Lanfear made a motion and Arnold seconded to approve the agreement with Bluegrass Lawn.
Quandt expressed concern that they are not going out for bids and this is not just extending the
contract it is a new contract because the cost is different. Discussion was held they need to go
out for bids.
Lanfear withdrew his motion and Arnold withdrew the second.
Arnold noted that even if you moved 52 weeks a year that would be $7,200.00 and you can
award a contract it is the dollar amount that is the issue. For 36 weeks it would be $5,200.00.
He stated this is a contract extension and it follows the county purchasing act.
Schuppan pointed out that this is half of the other proposals and if you go out for bids the cost
will go up.
M. Zitterkopf pointed out that informal bids are from $5,000.00 to $20,000.00
Quandt stated they will not mow until next spring and it does not have to be done today. It is a
new contract if the dollar amount increases. They need a copy of the previous contract.
Lanfear made a motion and Quandt seconded to refer this to building and grounds and work
with Mr. Zitterkopf regarding this and come back in two weeks. Arnold, Lancaster, Lanfear,
Quandt and Schuppan all voted yes and none voted no. Bredthauer and Richardson were
absent. Motion carried
6C) DISCUSSION & POSSIBLE ACTION ON WATER COOLER FOR VSO— Lanfear stated
that this was discussed at budget time and he questioned where the money for this is coming
from. Mr. Shuda said he does not have money in his budget and it was not budgeted for in
Building & Grounds. The cost for the water cooler he wants is $4,270.00 and he thinks it is
irresponsible to spend that much.
Lancaster stated there were carry over dollars in the Building & Grounds budget last year and
this is for a building. The building is used for dry storage and they hope there will be other
offices with the space that is available. Discussion was held regarding the bottled water option.
Mr. Shuda stated he did not have money in his budget and told Doone he would prefer the
cooler installed on the wall.
Mr. Humphrey stated the filters for this fountain are $137.50 each and it depends on how much
it is used when they have to be replaced.
5
