Schuppan made a motion and Quandt seconded to have the report filed by June 30th for the
previous year and to have the report from July 1st to May 31st. Arnold, Bredthauer, Lancaster,
Lanfear, Quandt, Richardson and Schuppan all voted yes and none voted no. Motion carried.
A letter will be prepared to send to the Humane Society with this request.
12 DISCUSS &TAKE ACTION ON COUNTY ATTORNEY APPOINTMENT— Lancaster stated
she talked to jack regarding his retirement it will be effective February 13, 2018. This would be
2 days before an incumbent would have to file for reelection.
Jack stated there are several from his office that are considering filing and the chief deputy is
not interested. Jack stated this is an awkward position but he wants to be clear that he will help
any way he can.
Lancaster expressed concern that it would be unfair to appoint one or the other before the
upcoming election. If the Chief Deputy is not interested in moving that might be the answer.
She could be appointed as the acting county attorney until the next election then the two that
are interested could file.
Mr. Zitterkopf read the state statute regarding the deputy and the appointment. The chief
deputy is on the fence and he does not want to alienate the other deputies that are interested.
She could be appointed as the interim.
Schuppan noted that that may be the fair way to do it. Then it would be decided by the election
process and there could be in interim.
If the county board did not appoint someone it would fall to the deputy.
Arnold questioned if there was a time frame that the county board would have to make the
appointment and Jack stated it is 45 days. Discussion was held and they will do some more
research on the issue.
Schuppan made a motion and Quandt seconded to address this issue again in two weeks and
Mr. Zitterkopf will give a recommendation regarding the legal responsibilities. Arnold,
Bredthauer, Lancaster, Lanfear, Quandt, Richardson and Schuppan all voted yes and none
voted no. Motion carried.
COMMITTEE OR BOARD MEMBER REPORTS
Bredthauer stated she attended the hearing on LR 60 and LB60 regarding TIFF for the retention
of the records and the record keeping process.
Lancaster stated that there was a note from Kristi Wold regarding her appointment as Assessor
There was also information from Jail Standards on the field inspection.
EXECUTIVE SESSION TO DISCUSS PERSONNEL GRIEVANCE & POSSIBLE LITIGATION -
Richardson made a motion and Lanfear seconded to go into executive session regarding
personnel. There are two reasons for an executive session to prevent needless harm or injury
to ab individual and to protect the public interest. Arnold, Bredthauer, Lancaster, Lanfear,
Quandt, Richardson and Schuppan all voted yes and none voted no. Motion carried.
11:35 a.m. executive session
7
