Casey stated that the 2 asphalt roads can handle 10,000 to 12,000 cars a day. This was from <br /> the standard engineering study prior to paving them. They are currently at about 650 cars per <br /> day. <br /> Mr. Connick stated that in the JEO study it noted the grass in the development and with the <br /> lawns there will be less run off. <br /> Mr. Nabity stated there is a resolution for approval and if it is approved today there will be a <br /> development plan and a subdivision agreement. <br /> Chairman Lancaster called for public participation. <br /> Steve Wetzel 1512 North Road noted it was stated that the road would handle 10,000 to 12,000 <br /> cars a day and the traffic count is 650 but will the paving handle that much traffic. <br /> Chairman Lancaster called for public participation and no one responded. <br /> Arnold made a motion and Quandt seconded to close the public hearing. Arnold, Bredthauer, <br /> Lancaster, Lanfear, Quandt, Richardson and Schuppan all voted yes and none voted no. <br /> Motion carried. <br /> Quandt made a motion and Bredthauer seconded to place the petition on file. Arnold, <br /> Bredthauer, Lancaster, Lanfear, Quandt, Richardson and Schuppan all voted yes and none <br /> voted no. Motion carried. <br /> Arnold noted that there have been concerns noted about property rights that could be affected <br /> and concerns on the water flow and the use of the property and the concerns on the flood plain. <br /> He ask Chad about the flood plain issues. Chad replied that it would be reasonable to require <br /> that we would limit the use of fill and require that it would come from the same lot. There are 2 <br /> properties that are in the flood plain and the lost are 3 to 6 acres so there would be fill that could <br /> come from the lot and there is sufficient room to make it work. <br /> Casey Sherlock stated this would be net zero affect because you are not bringing in any fill <br /> material. <br /> There was a question regarding the drainage to the existing property but <br /> Arnold noted that there are rules in place so the water flow would not be affected. <br /> 6. DISCUSS & TAKE ACTION ON RESOLUTION APPROVING THE PRELIMINARY <br /> DEVELOPMENT PLAN & CHANGING THE ZONING FROM A-1 AGRICULTURAL PRIMARY <br /> DISTRICT TO PUD PLANNED UNIT DEVELOPMENT &AMENDING THE HALL COUNTY <br /> ZONING MAP &APPROVING THE PRELIMINARY SUBDIVISION PLAT-Arnold made a <br /> motion and Bredthauer seconded to approve Resolution #17-044 approving the preliminary <br /> development plan and the preliminary subdivision plat <br /> 7 <br />
