He stated he disagrees with the proposal <br /> from Northwest. <br /> Bredthauer stated that the traffic is high on North Road and Webb Road and Highway 281 she <br /> said she drove the road and you have to try avoiding high traffic areas. <br /> Dan Leiser, 5501 Engleman opposed to the zoning he noted information regarding how many <br /> acres of land it take to educate one student and the difference in the valuations of ag land to <br /> residential. He supported to follow the 20 acre rule and do not change. He questioned how this <br /> would help Northwest School District and this would be sitting precedence. <br /> Jerry Wiese, 4711 Engleman Road opposed to the development noted that this will not be an <br /> advantage for Northwest. He expressed concern on the cost to educate a child and this would <br /> not generate enough taxes to cover the cost. He also noted that there is proposed legislation to <br /> change how valuations are calculated <br /> Quandt questioned if the diversion project is going to affect that area and if so they may be able <br /> to get out of the flood plain. The Prairie Creek Morris Creek project will help with the water <br /> problems north of Grand Island. <br /> Lancaster stated county government is very conservative and NACO helps with legislation <br /> Tonya Shriner, 3600 W One R Road expressed concern that this is proposing 9 lots but she had <br /> heard that Mr. Baasch may consider developing more property They have horses and cattle. <br /> She expressed concern on the traffic during school hours. <br /> Chairman Lancaster called for public participation <br /> Glen Mettenbrink, 4488 North Webb Road expressed concern about the traffic on Webb Road <br /> and the safety of the children. He also noted that the septic system for 1 R School is on that <br /> side. <br /> Bredthauer noted that there is a septic system there and Mr. Nabity explained that this is a <br /> fractional section. It is 20 feet wide and 180 feet long with an easement on it. It was a <br /> surveyor's error and they dealt with this in 1970 and were allowed to put in the fractional section <br /> for the septic system. <br /> Discussion was held on the septic systems waste water treatment systems are permitted on 2 <br /> acres or more and if there is high water it may have to be a mound system. Bredthauer noted <br /> that in some basement bathrooms she developed pits or grinder pits and they could use the <br /> same type of systems. <br /> Chad noted that when the ground is leveled there is enough fill to raise it out of the flood plain <br /> and there are only 2 lots that are affected. Chad noted that you cannot put a basement in a <br /> flood plain it can only be 5 foot deep and have an engineer sign off on the construction plans <br /> this was done in 1980 because of the tornados.
