There was also discussion at the planning commission on the affect it would have on School
District#82 and Northwest High. The school districts would like to have more of these
developments.
The location is on paved roads so there are no county roads in the developments. This would
set the tone how these developments will go forward. This is a good place for a development
like this.
Schuppan asked about the access to driveways. They would be 4 or 5 driveways and no
blacktop.
Bredthauer ask if it would be their own private drives and it would and there would be no county
maintenance.
Lancaster called for public participation.
Randy Stueven, 4305 Blauvelt Road read a letter supporting the development. He stated it is a
good solution and ask the board to consider approving.
Zackery Zoul 2723 Blauvelt Boulevard spoke in favor of this proposal. The land in question is
in large parcel lots of 3 to 6 acres and there are 9 lots. The location is well suited for a Planned
Unit Development on Highway 281 and 1 R Rod. There are a number of single family
residences and this is consistent of what has been allowed in the past it is an advantage to the
county.
Dustin Cole, 106 Wetzel spoke in favor of the PUD. He stated that has been in Nebraska 1 year
Looking for land to build and has not been able to find much. This site meets the need for rural
development. He noted other rural developments, it is not like Amick acres it is only 9
residential lots. The concerns on the flood plain have been addressed by the developers by
using fill. There will also be covenants to protect the investment as a single family
development.
Chairman Lancaster called for public participation.
Robert Horkey, 3405 West One R Road he has lived there since 1997 has 120 acres and
another 4 acres that he wanted to place a home on but could not because it was in the flood
plain. He also wanted to place a barn there but had to raise the barn because of the flood plain.
There are also high ground water issues. He expressed concern on the area that is designated
as a flood plain and ask why the designation stops at Webb Road.
Kim Bockmann 5537 N Webb Road, opposes the zoning change from ag to PUD she submitted
pictures of the land that is under water and noted that One R school has had water problems,
she noted increased traffic and parking on One R Road, safety concerns, safety of animals and
large equipment on the road, and the increase in the noise level. She noted that they have
horses and the noise would affect the horses with the construction. She also questioned if this
is spot zoning and who would be liable for damages. A copy of the petition opposing the
development was submitted.
Arnold questioned why this development would affect the use of their land.
Quandt requested to include the petition as evidence this was in the packets.
5
