15 .DISCUSS AND TAKE ACTION ON SCHEDULING THE ANNUAL INFORMATIONAL <br /> LUNCHEON WITH HALL COUNTY HOUSING AUTHORITY-Arnold made a motion and <br /> Lanfear seconded to schedule the luncheon for October 17tt'. Arnold, Bredthauer, Lancaster, <br /> Lanfear, Quandt, Richardson, and Schuppan all voted yes and none voted no. Motion carried. <br /> 5. 9:30 A.M.— PUBLIC HEARING — REQUEST TO REZONE THE PRAIRIE CREEK <br /> MEADOWS SUBDIVISION FROM A-1 AGRICULTURAL PRIMARY TO PUD PLANNED UNIT <br /> DEVELOPMENT—Arnold made a motion and Lanfear seconded to open the public hearing. <br /> Arnold, Bredthauer, Lancaster, Lanfear, Quandt, Richardson, and Schuppan all voted yes and <br /> none voted no. Motion carried. <br /> Mr. Nabity stated that this application is to rezone 55.09 acres at the southeast corner of Webb <br /> Road and One-R Road. It is located east of One-R School. The applicant is asking that the <br /> zoning be changed from Al-Agricultural to a Planned Unit Development for single family <br /> residential this is to allow the applicant to subdivide the property for residential development. <br /> The Hall County Zoning Resolution permits Planned Unit Development on property zoned for <br /> agricultural uses. This is how Hall County has handled the developments it allows the County <br /> Board to review the development plans and this is consistent with how the county board wants <br /> the county to grow. We have heard from Northwest School District to increase residential <br /> development and Mr. Baasch has purchased the land and has proposed to develop the land <br /> into 9 lots. Two lots on the property are in the flood plain but there are areas on each lot that <br /> would allow the lots to be built up with fill. He also noted that the FEMA flood plain map stops <br /> the flood plain at Webb Road. Webb Road and One R road are both paved roads and can <br /> handle 10,000 to 12,000 cars a day. <br /> The planning commission did recommend approval of this and provided a copy of the petition <br /> and the minutes from the Planning Commission meeting. There are already paved roads that <br /> have to be maintained. This is allowed in the comphrensive plan and the developer would have <br /> to provide a plan. They can make minor changes but if they were to add another lot they would <br /> have to come back for a public hearing. This is for single family residential development. <br /> Lancaster stated that one person will be allowed as a spokesperson and allow 3 to 5 minutes <br /> each. <br /> Chairman Lancaster called for public participation. <br /> Brandon Connick, Attorney, 104 North Wheeler was present representing the developer and <br /> noted the following: <br /> Tax base -this is bound by 2 road that are maintained your tax base would be higher as the <br /> land would change from ag to a residential valuation with a possible $4 to $6 million dollar <br /> valuation, there would be no additional expense to develop road but it would increase the tax <br /> base it is not raising taxes just increasing valuation <br /> Drainage issue - Mr. Connick stated he agrees with Chad on how it would be handled and it <br /> would have a zero affect. He has a study from JOE and as homes are built the different <br /> grasses will also affect the run off. It will have a positive effect. He also noted the additional <br /> information in the JEO study. <br /> 4 <br />
