Quandt asked how tall the site would be when it is capped and Mr. Hurlbert stated that it will be <br /> about 30 feet. He also noted that the slope of the cap is to prevent any erosion and when it is <br /> closed there will be a 3 foot earthen cap. <br /> Mr. O'Neill stated that there is a tree line and there will be a berm built around the site. The <br /> trees and the berm are not a requirement of DEQ. <br /> Richardson ask how tall the berm would be and Mr. O'Neill stated that it would be about 2 feet <br /> tall. <br /> Quandt asked if there was any plan for expansion in the future and Mr. O'Neill stated that there <br /> is no additional area that they could grow on this site but it should last about 60 years. He <br /> stated that only a portions or about 1/3 will be opened at a time. <br /> Mr. Hurlbert stated that the operating permit is specific on how he will operate the site and he <br /> cannot have waste sitting idle without covering it. When a part of the site is covered they have <br /> to provide an annual bond. <br /> Lanfear asked if the TIF financing is on the land fill and it is not it is only on the recycling center, <br /> which is part of the agreement with Economic Development. Mr. O'Neill stated that if they do <br /> not get the TIF financing for the recycling center the project will die. <br /> Mr. Nabity stated that the conditional use permit and the siting application are hand in hand. <br /> They have the resolution prepared for the siting application for approval and then there will be a <br /> resolution for the conditional use permit. <br /> Lancaster asked if this will hold the same type of debris as tornado hill. Mr. Nabity stated that <br /> that was an emergency situation and this landfill has a very short list of item that they can put in <br /> it. <br /> Arnold noted that this will not have metal sticking out of it. <br /> Mr. Hurlbert stated that there is a 5 year post closure process and he will also have to pay to <br /> take care of the property that is what the bond is for. DEQ also has to approve the bond. It <br /> there is any erosion they have to fix it according the DEQ' s satisfaction. <br /> The following were included in the record. <br /> • Letter from Stephen D Mossman Attorney with Mattson Rickets Law Firm <br /> • Letter from Mike Dobesh <br /> • Letter from Gary Carson, Wood River <br /> Mr. Mossman noted that the letter making allegations regarding Title 132 are not correct DEQ <br /> did do the inspection <br /> Chairman Lancaster called for public participation and no one responded. <br /> Quandt made a motion and Richardson seconded to close the public hearing. Arnold, <br /> Bredthauer, Lancaster, Lanfear, Quandt, Richardson and Schuppan all voted yes and none <br /> voted no. Motion carried <br /> 5 <br />
