Lancaster stated that doing nothing is not a good option because it affects other landowners. <br /> Quandt stated that the landowners next to the property will also have to do additional spraying. <br /> Mr. Schultz stated the property is located in various areas in the county and some areas are <br /> worse than others. <br /> County Attorney Jack Zitterkopf stated that the board needs to be mindful of the fact that the <br /> renter has filed bankruptcy and they would have to contact the court. Mr. Schultz stated that he <br /> will keep working on it. <br /> Mr. Zitterkopf stated that he has not seen the contract with Howard County for this year. He will <br /> review it during the meeting. <br /> 11. DISCUSSION AND POSSIBLE ACTION REGARDING THE HEALTH DEPARTMENT <br /> JOINT CITY COUNTY MEETING - Quandt expressed concern that the Health Department <br /> schedules a joint meeting with the County and the City and the county attendance is very poor <br /> and in fact there is not a quorum. <br /> Richardson stated that in the past the meetings were held at the city library and on July 10 it will <br /> be held at the Law Enforcement Training Center. They do serve lunch and she would <br /> appreciate it that the board would attend. She will remind the board members of the meeting at <br /> the next meeting. <br /> Lancaster noted that they set up the meetings and do no ask the County Board about the date. <br /> Sometime there has been a conflict with the Board of Equalization meetings and some options <br /> on the dates would be nice. There is no conflict on the July 10th meeting. <br /> 5. DISCUSS & TAKE ACTION ON CONTRACT WITH NEBRASKA WORKFORCE <br /> DEVELOPMENT— Lancaster requested that this item be pulled the state has offered to take <br /> over the grant. <br /> 5.9:30 AM - PUBLIC HEARING FOR CONDITIONAL USE PERMIT FOR O'NEILL WOOD <br /> RESOURCES, LLC FOR A CONSTRUCTION AND DEMOLITION WASTE DISPOSAL AREA <br /> Quandt made a motion and Arnold seconded to open the public hearing for the conditional use <br /> permit. Arnold, Bredthauer, Lancaster, Lanfear, Quandt, Richardson and Schuppan all voted <br /> yes and none voted no. Motion carried <br /> Steve Mossman, Attorney for O'Neill Wood Resources was present. He noted that this is the <br /> same process and submitted a complete transcript of the public hearing to be part of the record <br /> along with all of the original exhibits as presented. <br /> Pat O'Neill and Jess Hurlbert with Olsson Associates were also present. <br /> Quandt ask Mr. Hurlbert to go over the site. <br /> Mr. Hurlbert reviewed the site excavation, noted the traffic flow on Potash Highway the exit off of <br /> Alda Road and noted that there will be a buffer zone around the site. The depth of the <br /> excavation is 5 feet in order to meet the requirements for the separation from the ground water. <br /> There is also a fixed barrier around the site. The flow of the drainage will be maintained. He <br /> also noted the sorting area where the trucks come into the site. <br /> 4 <br />
