6. DISCUSSION AND ACTION ON CONDITIONAL USE PERMIT—Schuppan made a motion <br /> and Arnold seconded to approve the conditional use permit for O'Neill Wood Resources. <br /> Lanfear noted that the location for this is appropriate and he appreciates that. His concern is <br /> the TIF money. <br /> Mr. Zitterkopf stated that he has not prepared a resolution and there needs to be discussion on <br /> the conditions for the conditional use permit. <br /> Lancaster ask if the board is prepared to discuss the conditions and arrive at a decision today. <br /> Arnold stated that the TIF funds are a logical use for a recycling center. Recycling is not <br /> profitable in itself but society has deemed it necessary and there is a need to motivate someone <br /> to do that. In this case Mr. O'Neill has some experience and he is willing to open the recycling <br /> center if he has some assurance that it will be financially a good proposition. If it is not <br /> approved it will not be built. TIF financing is to entice people to do things that would not get <br /> done otherwise. No one else will take this site and use it. It is no loss and when the TIF is paid <br /> back there would be taxes on the building that is a good thing. Arnold stated that he takes <br /> construction debris to the land fill and some of it could be recycled. <br /> Schuppan questioned when we do the conditional use permit is there is anything that would <br /> need to be added from the engineering study. <br /> Lanfear asked Mr. Nabity if the TIF financing would just be on the recycling property. That <br /> would be the major improvement and there is no loss it is based on what there is now. <br /> Mr. Nabity stated that one condition would be that they remain in compliance with DEQ <br /> regulations and give the County Board authority to enforce it if DEQ is not. And they also might <br /> want to put in the landscaping and trees and to make sure the site is maintained and the weeds <br /> are controlled. <br /> Lanfear suggested that the County Board could do an inspection discussion was held. <br /> Mr. Zitterkopf noted that the DEQ' s permit is for 7 years and the county conditional use permits <br /> are 5 years. It would make sense to make this conditional use permit 7 years. The conditional <br /> use permit could start when DEQ starts the permit. <br /> Richardson questioned if there is no TIF money it would not move forward. She stated that she <br /> appreciates the recycling. <br /> Lancaster thanked Mr. Mossman, Jess Hurlbert and Mr. O'Neill for addressing all of the issues. <br /> Arnold stated he appreciates the need for local control but we do not have anyone that has the <br /> experience to do the inspections and he is not sure how effective that would be. If we have <br /> questions on compliance that could be addressed. There is a DEQ office 41/2 miles from the <br /> site and that is closest to any site in the State. There may not be a need for a lot of details <br /> because they will be in the DEQ rules. <br /> Lanfear noted that if they are out of compliance DEQ would be notified and all of the permits are <br /> on line. <br /> 6 <br />
