He noted the various issues that his family has survived and the improvement they have made. <br /> He noted the progress of their facilities and that they have consistently complied with the <br /> regulations and standards. He read a statement regarding the issue with the truck washout and <br /> information on JBS. <br /> He has one request, consider the facts and if new regulations are adopted to do so without <br /> bias. They need to consider the intended and unintended results. He also noted the <br /> technological advances in the industry and they continue to invest in their business. <br /> Ne stated he has a good relationship with the city and a good relationship with Mr. Nabity. He <br /> expressed concern that the county should have more representation. Grand Island is the <br /> number one customer. He ask the board to give careful consideration when adopting the <br /> regulations. <br /> Lancaster noted that there has been a fair amount of input and appreciates the comments. They <br /> are not changing the regulations it is a designation. <br /> Arnold this is about making a commitment that is consistent and based on science. He ask <br /> what the matrix means to him. <br /> Mr. Baxter stated that the matrix is a point based system with negative points and positive <br /> points. It provides a consistent way of measuring it has specific criteria that is used. You can <br /> download the matrix and see where you fall. <br /> Arnold noted Hall County should be business friendly not just animal friendly. There needs to <br /> be consistency and this vote is a commitment to be consistent and use the science behind it. <br /> Schuppan stated we need to take the emotion out of this and be fair to the producers. <br /> Bredthauer noted that livestock friendly does not mean that we are changing anything. This is <br /> only a designation. The next step would be to apply for the designation. We are currently <br /> looking at our comprehensive development plan to address if we want to make any changes. <br /> There is a committee and they have heard a report and there have been some comments. <br /> They will bring it forward if they do make changes. The application will need to be submitted to <br /> the Department of Agriculture. We are not homesteaders anymore and you cannot make a <br /> living on 160 acres. Property taxes have gone up and we need to see what we can do to help <br /> the producers. <br /> Lanfear stated that this cannot be an idle statement we need to support livestock and agriculture <br /> and help them expand. We need to show that we are truly livestock friendly when they acquire <br /> the designation. <br /> Richardson stated that if other counties are livestock friendly she does not want to be the only <br /> county that is not. We need to look at the zoning matrix and take steps to show that we are. <br /> She stated she does not have a strong opinion either way. <br /> Schuppan stated that all of this is being worked on and there may be other changes to the <br /> zoning matrix. It will come to the county board. <br /> Attorney for Mr. Kohloff stated that the submission of the application is a declaration that the <br /> county is making to the state. It is a policy statement if the pinch points favor livestock and <br /> 5 <br />
