Richardson stated that this would not be a good fit for the county. <br /> Schuppan stated he would like to see more details. <br /> Lanfear stated there is a facilities study and there is a plan for the space. <br /> Arnold made a motion and Lanfear seconded to respond that the county is not interested in <br /> allowing the Federal Building for this project. Arnold, Bredthauer, Lancaster, Lanfear, Quandt, <br /> Richardson and Schuppan all voted yes and none voted no. Motion carried. <br /> 3.9:30 A.M. -PUBLIC HEARING TO TAKE TESTIMONY OF WHETHER HALL COUNTY <br /> SHOULD CONSIDER MAKING AN APPLICATION TO THE NEBRASKA DEPARTMENT OF <br /> AGRICULTURE REGARDING DESIGNATION AS A LIVESTOCK FRIENDLY COUNTY <br /> Lanfear made a motion and Arnold seconded to open the public hearing. Arnold, Bredthauer, <br /> Lancaster, Lanfear, Quandt, Richardson and Schuppan all voted yes and none voted no. <br /> Motion carried. <br /> Regional Planning Director chad Nabity was present and stated this is public hearing to hear <br /> public opinion regarding the designation as a livestock friendly county. He noted that Mr. <br /> Martin with the Department of Agriculture is present. Hall County can move forward without <br /> any zoning changes and if they decide to move forward he and his staff will get the application <br /> filed. <br /> Chairman Lancaster called for public participation. <br /> Ken Kohloff, 11225 West Loup River Road stated he operates a feed yard and he has been <br /> trying to get some permits. He appreciates that the board is taking the time to look at this issue. <br /> The livestock industry is a very viable industry in Hall County. One of our biggest operators is <br /> JBS Swift. There are various parts of the industry the trucks, the raw materials and the labor. It <br /> is very important to Grand Island and to the rural communities around Grand Island. A lot of <br /> things have happened and changed and you have to expand and get better. The technology <br /> advances in this business is phenomenal. He has had some complaints but they try to run a <br /> good operation. He noted the money that has been invested in Hall County. The State Fair is <br /> goo p H y y <br /> one example what better way to be livestock friendly. He noted how he has recently started <br /> selling meat at Custom Pack people know where and how the meat is produced. He also noted <br /> that there are 4 packing plant within 100 miles. If they grow and are making money they come <br /> here and spend it. He encouraged the board to take a hard look at this. <br /> t <br /> Greg Baxter, T & E Cattle Company 4444 West 13th Street, He requested to address the board <br /> and explain why he holds the positon that he does. He read a statement addressing his <br /> thoughts and concerns. LB 754 the adopted in 2003 is the legislation regarding the livestock <br /> Friendly Act. He has had various people ask why he had not pursued this designation. He is <br /> not an advocate if it is not sincere and just political. Title#29 Chapter 2 of the Nebraska <br /> Administrative Code is the guiding document to administer this. The purpose is to create <br /> standardization. LB 106 created the matrix concept and the Nebraska Cattleman's Association <br /> assisted with this and he was involved in that action. It was to standardize the zoning <br /> requirements so producers would have consistency from place to place. It was based on sound <br /> science. Mr. Nabity has a good job developing the matrix for Hall County. The purpose of the <br /> matrix is to develop standardization on the requirements and use quantifiable data. <br /> 4 <br />
