Lancaster noted that they had information regarding the tax credits and what some other entities <br /> had done and thought it was a good idea so the process was started. <br /> Mr. Humphrey stated that he has not been able to contact Doug regarding the tax credits. He <br /> has applied for the tax credit on the steps and was going to add the windows. He has finished <br /> step 4 and once it is reviewed he hopes they will approve it. <br /> Schuppan made a motion and Lanfear seconded the motion to move forward with the <br /> specifications for the windows and the doors. <br /> Discussion was held on the issue to determine if some windows could be opened. Mr. <br /> Humphrey stated that they could contact John Jackson and he could identify windows that could <br /> be opened. This may not be an issue with the new air exchange. <br /> Bredthauer questioned if they would lose the architectural design if they used aluminum instead <br /> of wood some of the windows at the Federal Building are still wood. <br /> Schuppan stated that could be part of the specifications. Discussion was held to check with <br /> other counties. The Courthouse is a different design. <br /> Arnold stated that Mr. Berggren has remodeled other courthouses He expressed concern on the <br /> oak woodwork on the inside of the windows and stated he wants to preserve and keep the <br /> integrity of the Courthouse. <br /> Lanfear stated that he likes to preserve the Courthouse but we have to use this building and it <br /> needs to be efficient, functional and energy efficient. He likes to preserve the past but we need <br /> to compromise. <br /> Discussion was held on the specifications and Quandt expressed concern that they do not have <br /> any an idea of what they want to bid for. <br /> Richardson stated they are looking for functional not historical and they need to move forward. <br /> Arnold noted they need to address the efficiency and keep in mind the historical. <br /> Arnold, Lanfear and Schuppan agreed that they need to prepare the specifications and move <br /> forward. <br /> Quandt expressed concern that they did not know what direction they are going in and Arnold <br /> noted that the rest of the board is going in one direction and they can't hold things up if only one <br /> doesn't agree. <br /> Lancaster stated that there is a motion on the floor everyone has had an opportunity to speak. <br /> They need to be positive and look at all options and move forward. Schuppan stated that this is <br /> starting the process. <br /> The vote on the motion was taken. Arnold, Bredthauer, Lancaster, Lanfear, Richardson and <br /> Schuppan all voted yes and Quandt voted no. Motion carried. This will come back in 2 weeks. <br /> Lancaster called for any other facility items. <br /> 4 <br />
