Quandt questioned when Veteran's Office carpet was going to be replaced. Mr. Humphrey <br /> stated he did not know. He talked to Pat O'Neill and gave him the estimate and Mr. O'Neill will <br /> get his attorney to respond. <br /> Richardson stated that regarding the asbestos removal at the Federal Building it appears that <br /> Environmental Direct was the low bid and that will lower the cost estimate. She also stated that <br /> they have 2 other bids on a similar used phone system for the Federal Building they were not <br /> the same but BTS is still the low bid with labor included at $5,500.00 <br /> Arnold noted that it is important to have the quotes according to the county purchasing act. You <br /> can be more restrictive but not less restrictive you need competitive quotes. <br /> Discussion was held and Lancaster expressed concern that the quotes should come back to the <br /> board for approval. She suggested that there should be a standard policy and it should be <br /> brought back to the board for approval. <br /> Arnold suggested that the quotes could be treated like a pre claim if you do not use the low <br /> quote or like a claim if you use the low quote. We have the purchasing act to follow and you <br /> can also use the state bid on items. The quotes should be secured before the purchase is <br /> made. He suggested that the audit committee come up with a policy. <br /> Lanfear stated it would be good to have a policy and he suggested he would contact NACO and <br /> bring it back. Lancaster and Lanfear will work on a policy. <br /> 10:30 a.m. Held a Board of Corrections meeting <br /> 11:45 a.m. recessed the Board of Corrections meeting for the quarterly jail tour. All members of <br /> the board will be attending the jail tour. <br /> NEW OR UNFINISHED BUSINESS — Chairman Lancaster called for new or unfinished <br /> business and no one responded.
