There is a Planning Commission committee that does that and if there are changes they know <br /> what those are and can make those changes. They resolved the issue on the group homes and <br /> the adult entertainment. There is a cost to update the plans. The study was $225,000.00 and <br /> Hall County's share was $13,000.00. It is based on the per capita population. Some of the <br /> individual studies have been done within the city. <br /> Schuppan stated that they did discuss the feed lot issue and they could revisit some parts of the <br /> plan. Hall County is becoming more urban. 20 acres is defined as a farm. <br /> Arnold suggested rather than forming another committee to just send direction to the planning <br /> commission to look at this or they could form the committee. <br /> Casey Sherlock stated that some counties are different in some counties all of the roads in the <br /> subdivision have to be paved. Some people do want to live in the country and live on pivot <br /> corners. If the population is consolidated in an area the ag services can be around a <br /> consolidated area. He has mixed feeling about that if population is in one area it is easier to <br /> provided public safety in that area. The highway trust funds are based on the rural population <br /> and the trust funds are increased by those numbers. <br /> Schuppan stated conditional use permits will not change but we may be able to generate some <br /> county businesses. <br /> Mr. Nabity stated that the city has a blighted study proposed. <br /> Stacey noted that this is legislation that was approved a couple of years ago and it allows cities <br /> to do this and it may be a way to fix the rail lines and address the sewer and water issues at <br /> CAAP. <br /> Schuppan suggested letting the planning commission address this. <br /> Mr. Nabity suggested that a county board member could sit on the planning commission. The <br /> city has a liaison to the planning commission. The planning commission meets once a month at <br /> City Hall and this would be a good time to look at this. He stated that the next meeting is <br /> January 4, 2017. <br /> Chad suggested that the county could have a board member serve as a liaison on the planning <br /> commission. <br /> Schuppan made a motion and Lanfear seconded to add a liaison to the Regional Planning <br /> Commission. This will be added to the committee list for 2017. Arnold, Lancaster, Lanfear, <br /> Purdy, Quandt, Richardson and Schuppan all voted yes and none voted no. Motion carried. <br /> 14. DISCUSSION AND POSSIBLE ACTION REGARDING PLACING REQUEST FOR BIDS <br /> AND BID SPECIFICATIONS ON THE COUNTY WEB SITE - Quandt suggested adding the bids <br /> openings and specifications on the web site. County Clerk Conley stated they would still need <br /> to be advertised as before. <br /> Lancaster stated that she thought this was a good idea. <br /> 8 <br />
