He thinks <br /> business should be defined. <br /> Lancaster stated that there is a board and they meet to change or address any concerns in the <br /> rural areas. They did not want the controls as stringent as the City. <br /> Mr. Pickrel stated that even the contractors agree that there should be something to follow to <br /> insure that they are registered and they know the rules. Discussion was held on the definition of <br /> business and Mr. Zitterkopf suggested "for profit business" <br /> Arnold questioned if someone is working on their own home would they have to have a license. <br /> Discussion was held and it is not meant for individuals and it was suggested to change it to <br /> registration instead of license. <br /> 10:50 a.m. Held a Board of Corrections meeting <br /> 11:00 a.m. Adjourned the Board of Corrections meeting and returned to the regular meeting. <br /> 13. DISCUSSION AND POSSIBLE ACTION REGARDING APPOINTMENT OF BOARD <br /> MEMBER TO WEED CONTROL AUTHORITY BOARD - It is the County Board's responsibility <br /> to make the appointment in 45 days and that would have to be by February 19, 2017. This <br /> would need to be on the February 7, 2017 County Board agenda. <br /> There are applicants that have expressed an interest in the vacancy. Discussion was held and <br /> Quandt stated that he would like to see it advertised. <br /> Quandt made a motion and Lancaster seconded to advertise for letters of interest for the <br /> vacancy on the weed board. The letters are to be received by January 6, 2017 and sent to <br /> Board Assistant Stacey Ruzicka and then set the date for the interviews. Arnold, Lancaster, <br /> Lanfear, Purdy, Quandt, Richardson and Schuppan all voted yes and none voted no. Motion <br /> carried. <br /> 15. DISCUSSION & POSSIBLE ACTION REGARDING HALL COUNTY RURAL ZONING - <br /> Quandt stated that he would like to see a committee set up to look at the rural zoning in Hall <br /> County. We now have a building inspector and the State is in charge of the septic system <br /> inspections. He would like to look at surrounding counties and address economic development <br /> in rural Hall County. We need the additional growth and to address what is going to happen in <br /> the future. Cindy Johnson and Chad Nabity have heard some concerns regarding this. <br /> Lancaster said she has not been contacted regarding this but if we want to maintain a tax base <br /> and not increase the tax asking we need to look at opportunities to grow business and look at <br /> the possibilities. The truck wash is needed but where. <br /> Lanfear stated he wanted to hear from Chad Nabity. Mr. Nabity stated that this was done in <br /> 2003 and 2004 and it is time to update the Comprehensive Plan. At that time they did 6 plans <br /> for the small towns and Grand Island and Hall County. They updated the zoning regulations <br /> and they need to be consistent with the Comprehensive Plan. The zoning regulations are a <br /> tool. You want to protect ag areas for ag uses so you limit the ability to build house to eliminate <br /> conflicts. <br /> 7 <br />
