He explained that they can purchase the tractors off of the Nebraska State Contract <br /> #14001(OC) and now there is an option to buy the tractors from Greenline Equipment. He has <br /> heard that they may also drop the state contract. These tractors are bigger than he had <br /> specified and if buys 3 new tractors he will not be leasing tractors next year. He stated that he <br /> always looks at the end trade end value. These tractors are also equipped to handle a loader <br /> and have more horsepower. <br /> Quandt questioned what it would cost to add a loader and Casey said he did not have that <br /> information. Quandt asked if they had a loader if they could be used to move snow and Casey <br /> said there would be that option. <br /> Schuppan made a motion and Lanfear seconded to accept the committee recommendation to <br /> award the bid to Greenline Equipment and accept all 5 trade options from them and purchase 3 <br /> tractors off of the state bid at a total of$119,500.27. He has additional dollars in the lease line <br /> item to use. Arnold, Lancaster, Lanfear, Purdy, Quandt, Richardson and Schuppan all voted <br /> yes and none voted no. Motion carried. <br /> 11 DISCUSS AND TAKE ACTION ON COLLECTIVE BARGAINING AGREEMENT BETWEEN <br /> HALL COUNTY SHERIFF AND FRATERNAL ORDER OF POLICE - Lancaster stated that <br /> they have a clean copy of the FOP agreement from Mark Fahlson but it is not signed. She <br /> asked if the board would want to authorize the Chair to sign contingent on receiving a signed <br /> copy from the union. Discussion was held and the Sheriff also has to sign the contract and he <br /> has not signed it yet. <br /> She stated that Chris Rea represented the sheriff during the negotiations. It is a fair contract and <br /> is for 3 years. There are now 8 steps instead of 6 and this will save the county in the long run <br /> but will also provide increases. They will also contributed 7% co pay for the single health <br /> insurance coverage. The wage increases are the recommendation from the merit commission <br /> and other comparable entities. It still has a $75.00 uniform allowance. <br /> Stacey Ruzicka stated that there was a push to get it approved so pay increases could be made <br /> during this calendar year and the last pay period is December 30, 2016 and unless the signed <br /> agreement is received in the next few days it will not be paid out this year. The committee <br /> made a point to make sure the contract was signed. Lanfear stated thee has to be a deadline <br /> and it is today. Information was received from the president of the union that it was signed and <br /> mailed. <br /> Quandt made a motion and Lancaster seconded to authorize the Chair to sign the <br /> FOP contract with the Sheriffs Department. Arnold, Lancaster, Lanfear, Purdy, Quandt, <br /> Richardson and Schuppan all voted yes and none voted no. Motion carried. <br /> 6. 9:45 a.m. BID OPENING FOR ROOF FOR COUNTY ATTORNEY BUILDING - Loran <br /> Humphrey stated that the roof on the County Attorney Building was replaced in 1987 and at that <br /> time they did not offer a guarantee on the roof. The membrane comes from the same factory. <br /> He asks for license from the contractors to insure quality installation and the local companies <br /> are all licensed to install the Firestone membranes. He did have a contractor call and he <br /> proposed to install a different type of roof but that is not what is requested in the specifications. <br /> The roof decking seems to be in good shape but they will not know until they pull it off and it <br /> may be rusted because it was a metal roof before.
