9:05 a.m. Held a Board of Equalization meeting. <br /> 9:17 a.m. Adjourned the Board of Equalization meeting and returned to the regular meeting. <br /> 5. COUNTY ATTORNEY - PRESENTATION BY RANDY SEE ON THE COMMUNITY-BASED <br /> JUVENILE JUSTICE AID GRANT AND POSSIBLE ACTION THEREON —Juvenile Services <br /> Director Randy See presented information to the board members regarding the Juvenile Aid <br /> grant. He stated that the amounts have not changed. They look at the county's population of <br /> juveniles and that is how the grant amount is decided. The county has to show a match and <br /> they use the employee's salaries for that. This grant funds part of the salary for the secretary <br /> and it also funds one of the juvenile officers. The total cost is $113,954.00. They contract with <br /> other agencies and also with the Grand Island Public Schools for other services. The grant <br /> focuses on diversion and they are encouraging counties to get away from putting juveniles in <br /> detention centers. Probation is called in to determine the risk and the needs of the juveniles <br /> and Juvenile Diversion provides the services to prejudicated youth. They do a 3 year <br /> community plan and this is the second year of the plan. They identified the priorities of the <br /> community in this plan. <br /> Quandt questioned if he thinks the funding will continue and Randy stated that the money has <br /> not decreased and he does not see it going away. Arnold expressed concern that the program <br /> would end if it was not funded. <br /> Lancaster stated that it would be nice to have an update on the success level of this program. <br /> The County Board supported this program it has been successful but she would like to see <br /> some reports. Hall County was a model program for the state. She stated that she has been in <br /> contact with individuals that have been in the program and thee has always been a positive <br /> outcome. She would like to see the numbers for Hall County. <br /> Randy stated that they serve about 300 juveniles and they have been discussing the contract <br /> with Howard County. He stated that he has the information available. <br /> Quandt questioned when they would know if the funding was reduced. Randy stated that this is <br /> a grant application process and this grant does not start until July 2017 and runs through June <br /> 30, 3018. <br /> Quandt if funding was reduced this is a grant process this application does not start until July <br /> 2017 through June 30, 2018 they would know if dollars are not spent in the current period it <br /> may go back <br /> Lancaster made a motion and Richardson seconded to approve and authorize the Chair to sign <br /> the Juvenile Justice Aid grant. Arnold, Lancaster, Lanfear, Purdy, Quandt, Richardson and <br /> Schuppan all voted yes and none voted no. Motion carried. <br /> PUBLIC PARTICIPATION - Chairman Arnold called for public participation and no one <br /> responded. <br /> 8. PUBLIC WORKS— DISCUSS & TAKE ACTION ON TRACTOR BIDS FROM THE <br /> NOVEMBER 29, 2016 BID OPENING —Casey Sherlock stated that the committee met and <br /> discussed and reviewed the bids on the tractors and they recommended to award the bid to <br /> Greenline Equipment and to purchase 3 tractors at the total cost of$119,500.27. <br /> 4 <br />
