Lan ca ste r thanked Mr. W ebb for the information. Th ey do not kno w w hat the alternative plan
would cost and she asked if there was any discussion or consideration on a plan that would use
some of the existing offices and cost less. There was no discussion on that issue.
Quandt asked if they would let Mr. Webb look at this plan.
Richardson stated that the facilities committee has met and discussed this and this is the best
plan.
Bredthauer quested why the bathrooms have to have tile on the walls and why the cost of the
toilets are so high when there will only be 8 people using the bathrooms.
Richardson stated that the committee met for 2 hours and she asked Karen if she had any
questions and she did not.
Marvin Webb, 387 North Walnut, stated that he has been in business for 25 Y ears. He stated
that the reason there has to be tile is it is in the building codes. He noted that there are minor
things that can be adjusted and he also talked to Dena Stanford and clarified some things that
she had questions on but the plans were approved.
Lancaster called for any further discussion.
Lanfear stated that Berggren did discuss moving the county attorney because he does need
more space.
Vote on the motion Arnold, Lanfear, Richardson and Schuppan all voted yes and Bredthauer,
Lancaster and Quandt voted no. Motion carried.
Mr. Webb stated that they are at the design phase and the next phase is the bidding phase.
There will be a 30 day bid period and they will use a company out of Omaha. It will have good
exposure and they will also use local plan offices.
11 DISCUSSION IN REGARDS TO LETTER SENT TO ACCOUNTABILITY AND
DISCLOSURE COMMISSION - Mr. Schuppan stated that he put this on the agenda but
deferred it to the County Attorney.
County Attorney Jack Zitterkopf, 231 South Locust, stated he has worked for Hall County for 18
years and as County Attorney for 2 years. He was honored that the County Board appointed
him and he gives the best advise that he can give to the members of the County Board, elected
and appointed officials, corrections department, sheriff's department, public works, assessor,
county clerk and the list goes on. He has enjoyed it.
A letter was sent to his office with no name or return address and it was opened by his staff.
The letter was not signed. If a letter comes to his office it is a public record and he saw fit to tell
the board what he thinks about this letter. The letter was sent to Nebraska Accountability and
Disclosure Commission. He read the letter. It alleges that Steve Schuppan has a conflict of
interest because his wife is the HR person for Chief Industries and because the public works
committee requested estimates from Chief Industries for the new building.
Mr. Zitterkopf stated that Steve did not request the information Casey Sherlock did. This
request is part of the political subdivision alternative act design build process 13-2907. You
9
