noted 4,312 square feet and this plan shows 4,859 square feet. She figured the cost at $111.32
a square foot.
Arnold questioned Karen if the Berggren study noted what the rest of the building would be used
for. She noted the area for child support.
Arnold stated the ultimate plan would be to move the rest of the County Attorney over there.
You want to have people benefit from the character of the building and to gain the
professionalism of the building. You need to look at the offices for the long term and not
discount it as you are that it is for only for child support. It makes sense to look at the long term
use that the county attorney will occupy the building and if you do that the other issues are
mute.
Lancaster requested to keep the remarks to the issues.
Bredthauer stated that she had some business men approach her stating that when you start
putting money in a building it is not free. She expressed concern on the fact that valuations may
be lower and expressed concern on budgets. When you look at the building you are spending
the $397,000.00 and it will need more changes on the other side and the here will be furniture
and supplies. You may be looking at a $2 million dollar building when it was supposed to be
free.
Quandt expressed concern that the county spent $31,000.00 on the Berggren study and we are
not using it, we are just getting bits and pieces. We need to have the study before the board
takes any action. Quandt showed the proposed alternate plan it is not cheap it is efficient. This
plan proposed to use the current reception area and to use the existing offices. You could still
use the suspended ceiling and insulate the walls and add the bathrooms. You would have
everything the county attorney asks for. The cost would be less than $100,000.00. You could
still have Mr. Webb go over the plans. The heating and air would not have to be changed and
you could use the existing sprinkler system. He stated that if he knew it was going to take this
much to remodel the building he would have not agreed to purchase it.
Arnold noted he originally was not in favor of getting the building because of the cost of
remodeling and he had concern on the space, but now he sees the benefits and he has
changed his mind. It does not cost any less. He disagrees with the efficiency of the open plan
and using the existing office as they are. There are issues that outweigh using the low end of
construction. The County paid people to look at this and we are not talking about 2 separate
plans. Mr. Webb and Mr. Berggren are working together.
Schuppan made a motion and Arnold seconded to call for the question discussion would cease.
Arnold, Lanfear, Richardson and Schuppan all voted yes and Bredthauer, Lancaster and
Quandt voted no. Motion carried.
Quandt stated he had one question he had heard talk about a set of plans for HHS on the
second floor. Lanfear stated there were no plans it was discussed and there were no decisions
on that.
Ms. Richardson noted a saying her father Bud Jeffries always stated "you can be a penny wise
and a pound foolish."
8
