cannot go forward with a design build plan until you have a budget parameter. He is at a loss to
understand how given those facts this could be a conflict of interest besides the atrocity of
dragging Stacey Ruzicka Mr. Schuppan' wife and Chief Industries into this. The design build
process will come to the County Board for thumbs up or thumbs down and then they will start
the bidding process. There was no advantage except for Casey to have a proposed budget
number.
He also read that the letter alleges that "the County Attorney was approached regarding this
situation but has chosen to turn a blind eye. He, Steve Schuppan and the Public Works Director
Casey Sherlock are beer drinking buddies. He has not had an alcoholic beverage with Steve or
any one, but he and Casey are friends.
Mr. Zitterkopf stated he finds this offensive that he turned a blind eye and accused them that
they are beer drinking buddies he is not sure how the author defines beer drinking buddies. He
has not had an alcoholic beverage with Steve and he stated that he and Casey may go out for a
beer or two or go out for lunch together. He and Casey's family have been guests each other's
homes and they may watch a Husker game or they may be seen riding motorcycles. They are
friends and when the day comes his position governs who his friends are he will quit.
He continued to read the letter. The County Attorney wants to renovate the space for about 6 of
his employees to the "toon" of about $600,000 including new furnishings."
He is not sure when the cost of$600,000.00 came from it was $427,000.00 and now it is
$397,000.00 and it is a plan to provide space for 8 people not 6. He is trying to make good
usable workspace and the cost is a long term investment. Eakes assisted with office floor plans
and how to set up the offices and she asked if she should quote a figure she was told no
because they were not sure the project would go forward. She spent a lot of time doing this.
The letter also stated that the "Tax Payer is getting the shaft once more" Mr. Zitterkopf stated he
received this letter last Wednesday and there is no response from the Accountability Disclosure
Commission. What is discouraging and it is his personal belief it is part of an inside deal and
that not very many people would have known some of the information in this letter. He knows
who wrote or who may have spoon fed some to write this but of course he can't name names or
he would get sued.
He will leave it at that. People's good names have been drug around again and it is very
disappointing.
Schuppan stated that there are two people from Chief here and they have insulted one of the
finest companies. This is a dirty rotten deal and whoever did this should be proud of
themselves.
Lanfear stated that this is a stupid and mean spirited attack on people's character.
Lanfear made a motion and Schuppan seconded to go on record that this letter is baseless.
Arnold stated he is not sure about the motion but it could address the information in the letter as
unfounded according to what the county attorney has said. Accountability & Disclosure
understands that you cannot do business in a county without coming into contact with neighbors
or friends. There were also concerns that he had a conflict when he ran for county board and
worked for the City but that happens and sometimes there are employees that serve on county
10
