10 DISCUSSION & POSSIBLE ACTION REGARDING CONSTRUCTION PLANS FOR <br /> REMODEL OF FEDERAL BUILDING — Richardson stated that the facilities committee met last <br /> Thursday for 2 hours with Jack and Marvin Webb. They discussed all aspects of the project. <br /> As a note of clarification Mr. Webb's agreement is $39,750.00 and this includes design, bid <br /> aspects it is an inclusive fee from start to finish. Mr. Webb also saved about $5,000.00 by <br /> attaining the plans from GSA. It is not easy getting information from GSA. The mains goal is to <br /> provide efficient work space and retain quality employees. They will be moving 8 employees <br /> there will be 10 offices and 1 conference room. There will be a total of 4,859 square feet there <br /> are 9 foot ceilings and the restrooms have 8 foot ceilings. They will use 85% of the HVAC <br /> system and 90% of the fire sprinklers. <br /> The committee discussed possible cost savings by eliminating the 2 private bathrooms at <br /> $14,104.00 and they could eliminate the sound proofing at$12,000.00 but they do not want to <br /> remove these 2 items. There are some possible cost savings on page 6 of 8 to eliminate the fin <br /> tubes along the base boards for$3,600.00. These are heaters along the base board and they <br /> do not need them, They will be using a temperature control energy management system that <br /> would provide zone heat rather than thermostats. The total per square foot cost would be <br /> $81.77. Most of the modifications would be in the center area for the offices. <br /> Jane stated that over the weekend she made some calls to contractors that build commercial <br /> buildings and ask what the cost would be for a new building similar to the Federal Building. <br /> They quoted $200.00 to $300.00 per square foot so for the 4,859 square foot building at <br /> $250.00 a square foot that would be $1,214,750.00. At $81.77 we are ahead of the game. <br /> They want a building that will last for 50 years and to do the best for the taxpayers. <br /> Mr. Berggren addressed the future needs and he suggested relocation of the entire county <br /> attorney office. Jerry is back and they will be setting up a time to discuss the long range plans. <br /> Jane also noted that Mr. Arnold stated at the last meeting we need to use the space as it can <br /> best be used. These plans have been approved by Dena Sanford with National Park <br /> Department. There were a lot of steps involved to acquire the building and to also have the <br /> plans approved. She stated that she understands that there is an alternative plan but it would <br /> not be responsible to use plans that are absent of an architect or engineering professionals and <br /> she would urge the board to do it right. We need to keep in consideration the long range plans <br /> for this project. <br /> Richardson made a motion and Lanfear seconded to approve the plans for the Federal Building <br /> as drawn up by Marvin Webb & Company. <br /> Lanfear stated as he thought about this it was obvious that there have been problems making a <br /> decision. This is the only real plan and he does not like the price tag but we need to go ahead <br /> or lose the building, it has been six months. Paint and carpet is not a good layout and we will <br /> use more room than they really need. We could move the offices and then make changes as <br /> we go but it would be harder and more expensive. Construction cost go up 5% a year and we <br /> hired Mr. Webb and Mr. Berggren to make a recommendation and they did. They did the job we <br /> paid them to do and we need to listen to them. This is the best workable plan we have and if it <br /> is rejected we are starting over again and losing money. Construction costs are going up and <br /> going cheap will make it more expensive in the long run. <br /> Bredthauer noted information from Berggren study.
