16 UPDATE REGARDING EMERGENCY OPERATIONS CENTER AND & E-911 --Jon <br /> Rosenlund was present. He reviewed the statistics regarding various types of calls <br /> They received 105,000 calls and 75,000 were inbound calls last year. A CAD call is an incident <br /> call from an officer. These calls go up about 1% to 2% each year so they see an increase of <br /> 1,100 to 1,200 calls each year. The weekends are the busiest from 3:00 p.m. to 1:00 a.m. <br /> 60% of the calls are generated in the city and 40% out of the city limits only about 1/3 of the <br /> calls are generated by phone and 60% are officer's reports. They use Language Line Services <br /> and had 484 language line calls last year. The response time for these calls is longer. It takes <br /> about 5 seconds to pick up a call but the usually wait until the second ring so the data can reach <br /> the network to get a location. The average length of a call is 2 minutes but CAD calls are 4.5 to <br /> 5 minutes. The average EMS call takes 60 to 70 seconds, law enforcement calls take 105 <br /> seconds because they ask additional questions and fire calls take 56 seconds to answer. <br /> They are working to improve the radio receiver and installing equipment to boost the receivers <br /> Y 9 p 9 <br /> also bringing in additional channels. <br /> The interlocal committee recommends the budget to the City and County in June and it is <br /> approved by both bodies. It may be June before they will know the personnel cost but the <br /> insurance costs may not be available until August. The costs are split 50/50 with the City and <br /> County. He does not expect the personnel costs to go up they are set by a union agreement. <br /> They may be decreasing the expenses for capital improvements. He noted that they are <br /> working to improve the radio infrastructure for the response agencies. They are bringing in <br /> additional OPS channels. <br /> He provided pictures of the proposed new facility. The initial design is complete and they <br /> anticipate opening bids in June. This will be a full scale facility for E 911 and emergency <br /> management and will hold 12 full counsel work stations and will allow for expansion. He <br /> reviewed the floor plan and noted the training rooms and they will partner with the Fire <br /> Department. It is designed after the Buffalo County Facility they did a good job. The State Fire <br /> Marshalls may use the building for training. The facility is build and paid for by the City and they <br /> will use the occupation tax on cell phones to pay off the bonds and the 911 surcharge surplus <br /> has been saved for the new system radio dispatch at $225,000.00. They estimate about <br /> $825,000.00 in equipment costs. It will take about a year to complete. The location at City Hall <br /> will be the secondary location. There will be fiber optic cable to conneced to the city and the <br /> county and there will also be an air fiber connection. <br /> Lancaster stated she appreciates the good working relationship with Mr. Rosenlund. <br /> Arnold noted that the response time may be better because all of the officers have the computer <br /> screen in the cars showing the calls as they are coming in. Because of the computer related <br /> response time it may be closer to 70 to 75 seconds. <br /> Quandt questioned how the CAD calls work. Jon stated that there is notation of the severity of <br /> the calls. There are codes and the medical calls are by type. The information is also given over <br /> the radios.
