11:30 a.m. Held a Board of Corrections meeting <br /> 11:41 a.m. Adjourned the Board of Corrections meeting and returned to the regular meeting <br /> 9. DISCUSS AND APPROVE MAXIMUM EXPENDITURE PER PERSON FOR <br /> EMPLOYEE RECOGNITION - Lancaster stated that there was some concern on the cost of <br /> food for some of the employee recognition because it ranged from $14,95 to $4.31 This is for <br /> food only not the recognition awards. She also noted that Jane Richardson donated additional <br /> side dishes. They contacted other vendors and it seems that $10.00 per person would be a <br /> reasonable amount. <br /> Schuppan made a motion and Richardson seconded to set the set the employee recognition <br /> food amount up to $10.00 per person. Any additional cost above that amount would be at the <br /> department heads personal expense. Arnold, Bredthauer, Lancaster, Lanfear, Quandt, <br /> Richardson and Schuppan all voted yes and none voted no. Motion carried. <br /> 13. REGIONAL PLANNING -- BLIGHT & SUBSTANDARD STUDIES AT THE FORMER <br /> CORNHUSKER ARMY AMMUNITION PLANT—Regional Planning Director Chad Nabity <br /> stated that the City of Grand Island is responsible for CAAP but the City Council would welcome <br /> direction from the County Board. This has to do with TIF. Lancaster stated by way of <br /> introduction that there are conflicting arguments as to whether TIF has the potential to erode the <br /> tax base or to serve as an incentive to companies coming to the community. There is the <br /> potential for industry to come here but it has been slow. The City would like to hear from the <br /> County Board on this. <br /> Chad stated that in 2013 LB 66 was approved that allowed cities of the first class to approve <br /> redevelopment plans on former defense sites and there are a number of sites. Certain sites are <br /> not included like silos but when it gave the authority it did not declare them blighted and <br /> substandard. They have to be declared blighted in order to consider redevelopment this is the <br /> first step. Then they would receive TIF applications like the application from Hornady on load <br /> line#3 and O'Neill Wood Resources. It was questioned why they are doing a project at a time <br /> but you have to consider each project and determine if they meet the requirements. <br /> The county board is invited to comment on TIF projects and in this case the city is asking what <br /> the county thinks about this. They also contacted Northwest Public School District. Next week <br /> the city council will decide on the 2 proposed studies. The planning commission was asked to a <br /> study on the whole area but they do not have the funding for this. The council is looking for <br /> comment from the county board. He also noted that the reuse plan was done in 2004 and 2005. <br /> Schuppan questioned if this would erode the tax base and Chad stated they would continue to <br /> pay on the base valuation of the land. This is industrial development and personal property tax <br /> is still collected. <br /> Quandt questioned if the county would have to help pay for this. Chad stated the county is an <br /> interested part and he would not make that request. If it is approved it would be charged back <br /> to the applicants that want to come there. <br /> 4 <br />
