OFFICE REPORT
HALL COUNTY BUILDING DEPARTMENT
JANUARY 2017
BUILDING PERMITS $24,264.91
REGISTRATIONS $ 300.00
TOTAL $24,564.91
9:05 A.M. Held a Board of Equalization meeting
9:32 a.m. Adjourned the Board of Equalization meeting
4. JERAD REIMERS UPDATE FROM CONGRESSMAN ADRIAN SMITH - Mr. Reimers stated
that this is the 10th year for Congressman Adrian Smith as a representative of the Third District.
He is now a member of the administration committee that oversees the day to day operations of
Capital Hill and is also on the ways and means committee and subcommittees on trade and
social security. Mr. Reimers asked if the board had questions.
Mr. Quandt expressed concern on the veteran's home and the fact that the numbers are going
down. There is a waiting list but it seems clear that it is the intent to minimize the numbers that
are being served at the home. There are currently entire wings that are empty.
Lancaster noted the article in the Grand Island Independent that called Grand Island a
sanctuary city and she expressed concern on how Grand Island was on such a list. She noted
the response from County Attorney Jack Zitterkopf and Tod Bahensky.
Arnold noted that there is an issue holding people without a judge's order. It is a legal issue that
needs to be worked out with ICE.
Mr. Reimers noted the questions and stated that he will get these issues to Congressman
Smith.
5. COUNTY ATTORNEY - 9:30 a.m. EXECUTIVE SESSION - STRATEGY REGARDING
THREATENED LITIGATION — Lanfear made a motion and Arnold seconded to go into
executive session. There are two reasons for executive sessions, to protect the public interest
or to prevent needless harm or injury to an individual. Arnold, Bredthauer, Lancaster, Lanfear,
Quandt, Richardson and Schuppan all voted yes and none voted no. Motion carried.
9:44 a.m. executive session
11:30 a.m. Lanfear made a motion and Arnold seconded to go out of executive session. There
were no other subjects discussed, no votes were taken and no action was taken. Arnold,
Bredthauer, Lancaster, Lanfear, Quandt Richardson and Schuppan all voted yes and none
voted no. Motion carried.
County Attorney Jack Zitterkopf requested to reexamine the documents as it was pointed out
and make sure the new version of the engagement letter is what he understands it to be and
address it in two weeks.
PUBLIC PARTICIPATION —Chairman Lancaster called for public participation and no one
responded.
3
