He only farms 200 to 300 acres. He brings cattle in and ships them out they go to JBS Kansas
and other markets all over the United States. The cattle are brought in and they are conditioned
and sent to other feed lots. It is hard to determine a stagnant number of cattle in the lots.
Schuppan stated that this is a lot more complicated than they thought you have to look at it over
a course of time and how it averages out. Mr. Domina his attorney is trying to keep in
compliance. You do not want to run people out of business. The committee that Chad has
formed can address this issue.
Quandt stated that he asked the board to look at the zoning regulations and he would like to set
up a committee to do this. Lancaster stated that this is being addressed with the committee at
regional planning. If the rules are such that you cannot run a business then they need to be
addressed.
Chad Nabity stated that the county board made the request to set up the committee at the
December 13`" meeting and Regional Planning met and appointed a committee. Some of the
issues are rather complex. He stated that if you are growing crops it is not a feed lot so the
thousand head of cattle issue does not apply. You can also put cattle on stocks. Which is a
good ag practice and you want to encourage that but it complicates how to regulate the number
of cattle. He wrote a letter in September and they were in compliance but they cannot expand
under the current zoning regulations so they need to look at the regulations.
Lancaster noted that it is important to get this done.
Quandt asked if there is a limit on the number of cattle you can put on stocks. Chad stated that
this is a business decision on how many cattle can be supported on a field and for how long.
Schuppan asked how many are on the committee and Chad stated there are 5 and the county
board can put a member on. This person could be a liaison to the Regional Planning
Commission.
8.10:00 AM — BID OPENING — REQUEST TO DELIVER FIBER OPTIC INTERNET SERVICES
TO HALL COUNTY ADMINISTRATION BUILDING —Quandt made a motion and Arnold
seconded to open the bids for the fiber optic internet services. Arnold, Bredthauer, Lancaster,
Lanfear, Quandt, Richardson and Schuppan all voted yes and none voted no. Motion carried.
The following bids were received.
BIDDER MONTHLY SERVICE FEE 1-TIME CHARGE
Spectrum Business $825.00 $250.00
Nebraska Link 72 months
$910.00
Unite Private Networks 6 year term
$995.00
5 year term
$895.00
6
