Dale Bockman —stated he is upset about this plan expressed concern on the truck traffic. If <br /> there could 25 to 30 trucks a day and it could be doubled. <br /> Norman Stelk—expressed concern that the ground is too low and concern on the increased <br /> p 9 <br /> truck traffic. <br /> Dick Hartman reminded the board that the road a mile north is a gravel road and that would <br /> have to be paved. He referenced the issue with the city dump and the fact that those roads had <br /> to be paved. There would be the odor, the water level is an issue and how can the lagoons be <br /> sealed. The city water wells are also close. A better location would be at CAAP or across the <br /> road from Montfort. There are other options. <br /> Gus Patsious a representative from Bosselman stated they have an outdoor restaurant and <br /> schedule outdoor entertainment. Mr. Bosselman is concerned how this could affect the outdoor <br /> events. The did have a lagoon but they had to redo it. They now have city water. They also <br /> have lots for sale with the intent to bring in more retail businesses. He has concern on the <br /> roads. He stated that there are truck washout facilities across the US and it they are done <br /> correctly they are a good thing. He would like to see the plans, the type of system they are <br /> proposing and how the waste is processed. This is not a good location. <br /> Albert Moeller, 7583 South Engleman Road expressed concern on the location <br /> Jerrlyn Oberg 4151 West Wood River Road property is owned by Gene Boltz she expressed <br /> concern on the truck traffic and the odor <br /> Pat O'Hara, 5387 South Engleman Road questioned the following <br /> • Would there be a shaker or a separator <br /> • Would there be solids on site and these can only be land applies at certain times <br /> • Concern on the ground water no way to test it <br /> • Concern on the odor <br /> • DEQ has to issue a permit do they monitor it once it is in operation <br /> • Concern on the lagoons they are above ground with plastic liners <br /> • How much and how long will be the product be stored in the building <br /> • Will the product be stored somewhere else and cause other problems <br /> • The existing lagoon did fail <br /> • Concern on the truck traffic on the paved and gravel roads <br /> Mr. Ruda addressed the following issues. <br /> • The building will hold 7 to 10 days of solids and it is under a roof <br /> • It is a above ground lagoon and the water that is pumped to the pivot is different <br /> • The product will not be stored it is not paunch <br /> • One lagoon failed but he will eliminate one <br /> • He will manage the traffic <br /> • The building would not be in the city's jurisdiction if the activity is in the county it would <br /> be under the county's jurisdiction <br /> • Discussion on the floodway only a small portion on the south is in the floodway and part <br /> of it is in the 100 year flood plain <br /> • It will be a 24/6 hour operation <br /> 4 <br />
