6.9:45 A.M. PUBLIC HEARING MID AMERICA WASHOUT GRAND ISLAND LLC <br /> CONDITIONAL USE PERMIT- Quandt made a motion and Lancaster seconded to open the <br /> public hearing for the truck washout conditional use permit. Arnold, Lancaster, Lanfear, Purdy, <br /> Quandt, Richardson and Schuppan all voted yes and none voted no. Motion carried. <br /> Mr. Humphrey stated he received the application for a conditional use permit from Chad Ruda <br /> for the truck washout to be located a mile west of Highway 281 on Wood River Road. This is a <br /> paved road and there is already a lagoon off to the left. He showed a map of the area and the <br /> outline of the city's 2 mile jurisdiction. <br /> Mr. Ruda stated he stated that he felt this would be a better location. He wants to provide a <br /> good service and be a good neighbor. He will answer any question and if there are issues he <br /> will take care of them. <br /> Schuppan questioned how he came up with this location and if he was going to use the existing <br /> pits. He asked if the water would run through the pivots on the adjacent lands. He expressed <br /> concern that this is in the flood plain and the water table is very high in this area he also <br /> expressed concern on the traffic and the zoning. <br /> Mr. Ruda stated he will use plastic liners on the lagoon and he felt this location was better. He <br /> will have a building to store the solids and he explained the separation process and how the <br /> odor is controlled. He will have a manager on site to address issues He also noted that he has <br /> locations in Fremont, Dodge City Kansas, Sioux City and West Point. <br /> Arnold noted there would not be stock piles because the farms take the products. He feels that <br /> this is a good spot. <br /> Public Participation— Chairman Arnold called for public participation <br /> Jolene Bockman, 6675 South North Road stated this is 3/4 mile away and it is not the proper <br /> place for this business. Bosselman's had a lagoon and they had issues with it and they are now <br /> on city water. She read information from the DEQ regulations. This area also has slews <br /> running through it. She noted the following. <br /> • The lagoons can leak <br /> • Concern on the damage to the roads <br /> • Questioned how traffic could be controlled <br /> • The Lexington washout is located across from Tyson Foods this should be located <br /> across from Swift <br /> • What would be the buffer zone and concern on the lighting <br /> • Questioned if there were 20 acres <br /> • This is the Ag River Overlay and too many environmental issues in this area <br /> Arnold verified that there are 25 acres. <br /> Lancaster questioned what the Ag River Overlay was. Chad Nabity stated it was established in <br /> 2004 as part of the Comprehensive Development Plan. It was established in areas that are in <br /> the flood plain. There are places where a truck wash could be located or there could be a feed <br /> lot under 1000 head. If there is no lagoon it would be considered a family farm location. <br /> Chairman Arnold called for public participation <br /> 3 <br />
