Arnold expressed concern on lagoons and asked how is that different from feed lots and if it <br /> would have no legal effect on feed lots. Ms. Koch stated it has nothing to do with existing feed <br /> lots it would only be in A3 zones and the benefits of feed lots are higher that the benefit of a <br /> trailer wash out. <br /> Lancaster this is animal waste she also noted that when Northwest High School was built they <br /> had a lagoon that took care of their sewage and no one knew it was there. <br /> Richardson questioned if livestock lagoons are similar to lagoons in feed lot and Ms. Koch <br /> stated they are similar structurally but there would be more at a feed lot. <br /> Schuppan stated this all goes back to how close the lagoons can be. He has one 1/2 mile from <br /> his house and sometimes he can smell it. He understands the concern. <br /> Chairman Arnold called for more questions and no one responded. <br /> Chairman Arnold called for public participation. <br /> Brad Kroeger. 11920 South Locust Street stated he lives in a farming community near Doniphan <br /> and he stated he supports this amendment. <br /> Richardson made a motion and Lancaster seconded to close the public hearing. <br /> Arnold, Lancaster, Lanfear, Purdy, Quandt, Richardson and Schuppan all voted yes and none <br /> voted no. Motion carried. <br /> Quandt questioned if there has been any thought to be hooked up to a sewage system and Mr. <br /> Nabity stated that it could be possible to hook up at Highway 281 and 189 but it would have to <br /> be in one of the communities that would have a lagoon treatment system. <br /> Purdy made a motion and Lanfear seconded to take no action and to leave the regulations as <br /> they are. This would be consistent with the Regional Planning Commission's recommendation. <br /> Arnold noted that a feed lot would have more waste than a truck wash out. There was concern <br /> on the Mid-Nebraska Speed Way location but there would be less waste and if a conditional use <br /> permit was issued it could require more control. <br /> Lanfear noted that there are more factors than just the lagoons. The Planning Commission <br /> studied this and they recommended making no change and he supports their recommendation. <br /> The vote on the motion to take no action and to leave the regulations as they are was taken. <br /> Arnold, Lancaster, Lanfear, Purdy, Quandt and Richardson voted yes and Schuppan voted no. <br /> Motion carried. <br /> 9 JERRY BERGGREN -- DISCUSSION AND POSSIBLE ACTION REGARDING REQUEST <br /> FOR PROPOSAL FOR BUILDING ANALYSIS - Lancaster stated she had a letter from Jerry <br /> Berggren regarding an assessment of our buildings and stated he also has knowledge about the <br /> tax credits. He was able to stop and tour the Federal Building with Gary and Jack and Loran. <br /> There was discussion the he could possibility address the space issues for Hall County. Mr. <br /> Berggren showed a video of Gage County regarding their renovations and the master plan that <br /> they used. <br /> 5 <br />
