10:35 a.m. Held a Board of Corrections meeting. <br /> 11:53 a.m. returned to the regular meeting. <br /> Held a 5 minute break <br /> 11:00 A.M. PUBLIC HEARING REGARDING TEXT AMENDMENT TO HALL COUNTY <br /> RESOLUTION LAND USE ZONING MATRIX TO INCLUDE CATEGORY FOR TRAILER WASH <br /> SERVICES LIVESTOCK—Quandt made a motion and Schuppan seconded to open the public <br /> hearing. . Arnold, Lancaster, Lanfear, Purdy, Quandt, Richardson and Schuppan all voted yes <br /> and none voted no. Motion carried. <br /> Regional Planning Director Chad Nabity was present and stated this is a request that was made <br /> to change the Hall County Zoning Matrix regarding a trailer wash out service. This is <br /> considered to be the same as a truck wash out service. This was received by the Hall County <br /> Y <br /> board and then sent to Regional Planning. They held a public hearing and they recommended <br /> that no changes be made. The resolution that is prepared would make the changes as <br /> requested. The effective date states July 1, 2016 but that would need to be changed to July 15, <br /> 2016 so it could be published. The board can approve this or not approve it and leave things <br /> the way they are and they could also choose to add trailer washout services livestock to the <br /> category. <br /> Arnold questioned if this would allow a trailer wash out where there is a feed lot but no <br /> conditional use permits are required. Mr. Nabity stated that there are a number of areas where <br /> truck wash services are permitted but this would restrict the trailer wash out services more. <br /> Lancaster asked why regional planning did not add clarity as recommended. Chad stated the <br /> committee met and they still did not recommend making any changes. Truck wash and trailer <br /> wash are the same thing. The planning commission did not make any changes. <br /> Chairman Arnold called for public participation. <br /> Katie Koch, 233 South 13'" Suite 1900, Lincoln, NE was retained by several resident and they <br /> are requesting to amend the resolution. The trailer wash out livestock are not connected to <br /> waste water facilities the waste water is stored in open lagoons. <br /> She noted that truck wash out and trailer wash out are different they both provide cleaning <br /> services but the livestock components that are not connected to waste water there is a potential <br /> for nuisance because of the open ponds and the odor they are asking the board to determine <br /> that trailer wash out services for livestock are a distinct category. <br /> She also noted that because livestock wash out is distinct from truck wash out they need to <br /> address the zoning, location to homes and the concern on the open lagoons. They are <br /> suggesting that the livestock wash out should be a permitted use located away from home and <br /> communities and be prohibited. She noted the zinging districts and the districts where the truck <br /> wash outs are permitted. She noted that the ag and the commercial districts are not compatible <br /> for lagoons. <br /> They are requesting that the board include trailer wash service livestock as a conditional use <br /> and a separate category. <br /> 4 <br />
