FACILITIES—COURTHOUSE RESTROOM SURVEY—Mr. Humphrey distributed information
regarding the restrooms survey. The total number of water closets was reduced to 19. There
are 37 employees and about 600 people walk through the scanner daily. The number of water
closets does meet the code book, the rated capacity for the Courthouse is 300 people and it is
required to have 1 water closet for every 125 to 150 people. They used a formula to determine
how many restrooms were needed and they comply.
Quandt noted that at some time there could be 250 jurors that are present and when court is let
out they may have to wait to use the restrooms. Mr. Humphrey stated that some have been
changed because of ADA and this may have cut down the number or water closets. Quandt
questioned if the space was used efficiently.
Schuppan stated that when they agreed to do the restrooms there was discussion that they
would lose some but this was agreed on with the original plans.
Lancaster stated they did discuss ADA issues but there is some concern now if the space was
used adequately. ADA does take up more space and there is a family restroom. There may be
times when it is congested but she thinks they have done the best they can do.
Lanfear stated there are concerns but they have to comply with ADA.
Mr. Humphrey stated he has talked to the Judges and had discussion regarding the schedules.
They did allow time during the construction because they were short restrooms. They are
flexible and try to accommodate the public. The Courthouse is becoming too small for this
county and in the near future they are going to have to address this issue.
Lancaster stated that it was vital that there was heat and air and restrooms they had to do
something. She hopes that they will continue to use the Courthouse as a working Courthouse.
Purdy stated that this is buying some time.
Lanfear stated that the Federal building is ADA assessable. He will have some items for the
next agenda and they are working on a sign for the Federal Building.
Stacey thanked for them for the paint and carpet. Loran stated that the door was also fixed.
Mr. Zitterkopf wanted to address the Federal Building and he stated he did call Marvin Webb
and they are trying to get plans for this building otherwise you would have to hire an engineer.
They do have a set but it is not the right set because he would like an auto cad file. Mr.
Humphrey stated that they did receive several files and noted that some work was done in 2006
and 2010 but they do not have an as built plan.
Lancaster stated that she did try to call Jerry Berggren's office but he was out and not due back
until today. She stated that she will not be able to attend the NACO meeting and he is often
there.
9. HEALTH INSURANCE RENEWAL—APPROVAL OF THE RECOMMENDED BID FOR
RENEWAL—Matt Wullenwaber with Mid-American Benefits was present and provided
information to the board members. The insurance committee and the audit committee have
reviewed this information. He reviewed the information and recommended the renewal with
3
