Arnold suggested that there could be a disclaimer that they have to have a zoning permit but <br /> that may change in the near future when the codes are finished. <br /> Mr. Humphrey asked when the building inspector is going to start people are calling and asking <br /> if they will have to come back and pay the additional fee for a building permit. He stated that <br /> some people bring in the plans when they apply for a zoning permit and he asked if they should <br /> keep the plans until there is a building inspector. <br /> Discussion was held and Lancaster suggested contacting Mr. Pickrel. The board instructed Mr. <br /> Humphrey to inform any one that has a zoning permit since January 15t and any new zoning <br /> permits that are issued that they may have to obtain a building permit and the zoning fees that <br /> they paid would be credited on the building permit. Humphrey stated he will contact Mr. Pickrel. <br /> 21 FACILITIES AGENDA—A) DISCUSSION ON FEDERAL BUILDING TRANSITION <br /> Mr. Humphrey stated that he is working with the current people that are managing the federal <br /> building but once the county takes possession he will be finished. <br /> There is a part time person that works 4 hours she works for L & J Maintenance she is an <br /> independent contractor and he asked if she would stay on but she is applying for a full time job. <br /> They are considering going out for bids but need to know what they are going to have. He will <br /> have to make daily trips to the building to check on it and they will have to keep it clean. They <br /> would like to hire one more person to help with the maintenance of all the buildings. <br /> There are agreements that the county will have to follow. They will have to give a financial <br /> report every 2 years they are working on a set of books to keep track of that. If the board <br /> changes the use of the building they would have to have approval. This is for the lifetime of the <br /> building. They also have a sign in front of the building stating how the building was acquired. <br /> They will be working on that issue. <br /> Lancaster ok with the sign. It is a good tight building shouldn't require a lot of janitorial. <br /> Need to see what the current person receives. <br /> Quandt stated that the federal building is one of the best buildings in the county. Lancaster <br /> stated the downtown people are excited. <br /> Richardson looking forward to the transition and once the first set of reports are done you can <br /> refer back Quandt asked if she had a value for the building and Richardson stated they do not <br /> have that information and she will let them know as soon as she has that information. They will <br /> need a value for insurance. <br /> CONSTRUCTION UPDATES - Mr. Humphrey stated the old heating system is shut down and <br /> they are removing old pipes. There were problems with the cracks on the ceiling and they have <br /> had to redo the ceiling several times so they have installed control joints and that seems to help. <br /> They hope to finish the painting this week. It has to be done by May 1st <br /> Loran asked about removing the fan coils and he showed pictures of the carpet, the holes in <br /> walls and the floors. The contractor will fix the walls and paint them. Judge Luther has <br /> expressed concern that she does not want them to repaint because it may not match so she is <br /> 7 <br />
