Arnold, Lancaster, Lanfear, Purdy, Quandt, <br /> Richardson and Schuppan all voted yes and none voted no. Motion carried. <br /> 13. DISCUSS AND APPROVE SETTING SPECIAL BOARD MEETING FOR APRIL 13 <br /> Richardson stated that she does not have e any more information. They contacted the <br /> contracting officer and there is no tentative date. Stacey stated that Judge Young will be using <br /> the board room on April 13. This will go back on the agenda for April 5 for more discussion. <br /> 14. DISCUSS AND APPROVE EMPLOYMENT TERMS FOR HALL COUNTY BUILDING <br /> INSPECTOR - Lancaster stated she contacted Mr. Pickrel regarding the building inspector <br /> position and he expressed concern that if he accepted the current package he would be going <br /> backwards. She stated that the budget salary was set at $60,000.00 and they had agreed to <br /> leave zoning out. They won't need support from Max or help setting up the office. Lancaster <br /> stated that she called and discussed this issue with Scott and went back to Mr. Pickrel and <br /> offered him a starting salary of$57,500.00 and no cola increase in July and then in January <br /> 2017 he would receive an additional $2,500.00 to reach the $60,000.00. She stated that he has <br /> already contacted the city and some electricians. <br /> Lancaster made a motion and Quandt seconded to hire Mr. Pickrel at the salary of$57,500.00 <br /> with no cola increase in July 2016 and in January 2017 to give him an increase of$2,500.00. <br /> The future increases would be the same as the rest of the county employees. <br /> Schuppan expressed concern that he was aware of the proposed salary of$55,000.00 and he <br /> accepted the job with that salary. <br /> The vote on the motion to offer Mr. Pickrel $57,500.00 was taken. Arnold, Lancaster, Lanfear, <br /> Purdy, Quandt and Richardson all voted yes and Schuppan voted no. Motion carried. <br /> 22. ZONING — DISCUSSION AND POSSIBLE ACTION REGARDING TRANSITION PLANS - <br /> Schuppan stated the zoning committee met and discussion was held on the startup plans and <br /> the start date, so they are bringing this to the entire board. <br /> Lancaster talked to the city and Craig Lewis is very helpful but need to follow the lead of our <br /> building inspector. It is fine to issue the zoning permits but if the project is in the construction <br /> phase, a zoning permit would not be sufficient. Discussion was held and they could address the <br /> level of construction. <br /> Schuppan stated they were issuing zoning permits this last week and if they need a building <br /> permit they would need to have the plans. Schuppan stated he is concerned on the in between <br /> period. Someone could have a project started then when the building codes are adopted they <br /> could also come into play. The board needs to decide when to start. <br /> Lancaster expressed concern that they may buy a zoning permit to beat the system. <br /> Schuppan expressed concern that people may be confused. <br /> 6 <br />
