Loran will get the quotes. <br /> COUNTY OFFICE BUILDING -The east end is demolished and they will start painting, the <br /> ceiling is out in the hall way and have taken the wallpaper off and this painting will be done in <br /> house. <br /> 16. APPROVE BI WEEKLY PAY CLAIMS AND REGULAR CLAIMS --the board member's <br /> received the board preapproval for their review. <br /> Lanfear made a motion and Schuppan seconded to approve the bi weekly pay claims and the <br /> regular claims. Arnold, Lancaster, Lanfear, Purdy, Quandt and Richardson and Schuppan all <br /> voted yes and none voted no. Motion carried. <br /> COMMITTEE OR BOARD MEMBER'S REPORTS —Purdy stated that he attended the NACO <br /> Central District meeting on March 17. Jackie Hetrick ran for secretary treasurer and it was <br /> questioned if she could because she isn't elected and Larry Dix stated they do not have to be <br /> elected. Jackie was elected as secretary treasurer. There were 175 people that attended. <br /> BOARD ASSISTANT'S REPORT— Board Assistant Stacey Ruzicka reported that the <br /> inheritance legislation is still in committee. The bill regarding the ag land valuation is still in <br /> committee and there were amendments on amendments most of the language was removed <br /> and all of the issues relative to budgets were removed. <br /> 23 .DISCUSSION & POSSIBLE ACTION REGARDING LB 894—Mr. Zitterkopf stated that <br /> Sarah Carstensen was contacted by Senator Friesen regarding LB 894 that would require the <br /> appointment of council for any juvenile not matter what even if a juvenile is in court with parents <br /> and it is a minor infraction. He also looked at the fiscal notes and Sarah looked at cases and it <br /> would cost Hall County $130,000.00 annually. He encouraged them to contact all senators <br /> regarding this. It may be too late there was debate and motions to amend but it is still back <br /> where it started all juveniles will receive counsel. Discussion was held and it has passed. <br /> Quandt asked if this could this circumvent parental rights? The court could appoint an attorney <br /> even if they do not want one. Jack stated that we do not have a constitutional right to an <br /> attorney they can ask for a court appointed attorney but under this bill the juveniles would get an <br /> attorney appointed. <br /> Quandt asked if the board wanted to take some action. It is an unfunded mandate. Lancaster <br /> would like to make reference that the county attorney's association was in opposition of this. <br /> Discussion was held to send a letter it was also suggested to send e mails <br /> Lancaster made a motion and Quandt seconded to have board assistant Stacey Ruzicka send <br /> and e mail stating the board's opposition to this bill. Arnold, Lancaster, Lanfear, Purdy, Quandt, <br /> Richardson and Schuppan all voted yes and none voted no.
