13 COUNTY BUILDING INSPECTOR—The board members received an E mail from Mr. <br /> Kowalski and he asked that he be removed from consideration for the position it would not be a <br /> good fit for him at this time. <br /> 13a) EXECUTIVE SESSION — PERSONNEL <br /> 13 C. EXECUTIVE SESSION — UNION NEGOTIATIONS <br /> Lancaster made a motion and Richardson seconded to go into executive session for 13a and <br /> 13c these executive sessions are to prevent needless harm and injury to an individual and to <br /> protect the public interest. Arnold, Lancaster, Lanfear, Purdy, Quandt, Richardson and <br /> Schuppan all voted yes and none voted no. Motion carried. <br /> 10:20 a.m. Executive session for personnel <br /> 10:34 a.m. came out of executive session for personnel <br /> 10:34 a.m. executive session for union negotiations <br /> 10:42 a.m. Richardson made a motion and Lancaster seconded to go out of executive session. <br /> No other subjects were discussed, no votes were taken and no action was taken. Arnold, <br /> Lancaster, Lanfear, Purdy, Quandt, Richardson and Schuppan all voted yes and none voted no. <br /> Motion carried. <br /> 13 B. DISCUSSION AND ACTION REGARDING APPOINTMENT OF HALL COUNTY <br /> BUILDING INSPECTOR - Lancaster made a motion and Quandt seconded to offer the position <br /> of county building inspector to Alan Pickrel. She amended the motion and Quandt seconded to <br /> offer him a salary of$55,000.00 <br /> Lancaster stated that this is the first time Hall County and the rural communities worked <br /> together and collectively brought this forward. She also thanked Stacey for her help. <br /> Quandt noted that Columbus has high regards for Mr. Pickrel. <br /> Lanfear stated that they chose Mr. Pickrel not just as an inspector but they are hiring him to <br /> build the department because he has the experience. <br /> Arnold agreed that he has the needed experience. Richardson also agreed. <br /> The vote on the motion was taken. Arnold, Lancaster, Lanfear, Purdy, Quandt, Richardson and <br /> Schuppan all voted yes and none voted no. Motion carried. <br /> COMMITTEE OR BOARD MEMBER REPORTS - Purdy stated he attended the public works <br /> appreciation dinner it was an all-day safety meeting and recognition awards. He also reminded <br /> the board that Hall County is hosting the NACO Central District meeting and he would like them <br /> to attend. <br /> Lancaster reported that with the increase in population in Grand Island there was a change in <br /> public transportation it is now rural and also urban transportation and it would seem it could <br /> continue but now Hall County can only support rural transportation and the City will need to <br /> address the urban transportation the dollars will run out on June 30, 2016. The city will need to <br /> do an RFP for the services. <br /> 5 <br />
