Richardson mention she has e mailed some state senators she would encourage the board <br /> members to contact the senators. <br /> Lanfear stated he appreciates the discussion there is a lot out there and it is important to <br /> contact your representatives. <br /> Stacey stated that she can only e mail on behalf of the full board. She cannot do this unless <br /> instructed by the full board. She does watch the hearings. LB 936 is on the inheritance tax. <br /> Inheritance tax is 10% of the total county property tax and to replace inheritance tax it would <br /> increase property tax by 10%. Arnold noted that could increase our tax rate by 4.5 cents and <br /> this could not be done all at once. <br /> Stacey also noted LB 958 that talks about the statement of intent and the limits on budget <br /> restricted funds, the exclusions to the levy limit and there are also valuation issues in this bill. It <br /> is very confusing. Now we have interlocal agreements and capital improvements that are <br /> exemption but this would be changed. You would use your unused authority from the previous <br /> year as your base moving forward. For Hall County this would be a good provision this year <br /> because we have a big year for capital improvements. There is also a provision on the <br /> valuations. There are concerns that this bill may not be fair and it is complicated and there is a <br /> lot of confusion. It is still in committee and it may not advance, the state auditor does not think it <br /> will come out of committee. <br /> There are multiple bills out there they are complicated and there are issues and until they make <br /> it out of committee and the amendments are on the bills it is hard to know what will happen. <br /> The inheritance bill is still in committee also. <br /> Schuppan expressed concern about the bill that will limit the increase of 3% on valuations this <br /> would be based on the state as a whole and then there would be a multiplier. It is complicated <br /> and hard to understand and they do not know what it is going to do. Discussion was held. <br /> This is a short session and committee hearings are only for 2 more weeks <br /> 13. DISCUSSION & POSSIBLE ACTION REGARDING LETTER FROM NE DEPARTMENT OF <br /> ROADS ON MOBILITY MANAGEMENT PROJECT -This is a letter asking for a representative <br /> regarding rural transportation. Lancaster stated that they just received notice that they cannot <br /> use rural transportation dollars to service the City of Grand Island. Discussion was held and <br /> Pamela Lancaster and Doug Lanfear will serve as representatives. <br /> 16 APPROVE BI WEEKLY PAY CLAIMS AND REGULAR CLAIMS - the board members <br /> received the board preapproval. <br /> Lancaster made a motion and Purdy seconded to approve the biweekly pay claims and all of the <br /> regular claims except for#16020137 to Father Flannigan's Boys Home. Arnold, Lancaster, <br /> Lanfear, Purdy, Quandt, Richardson and Schuppan all voted yes and none voted no. Motion <br /> carried <br /> 16 b) DISCUSSION AND POSSIBLE ACTION ON CLAIM FROM FATHER FLANNIGAN'S <br /> BOYS HOME -This claim is for a juvenile who had some medical problems and was sent to <br /> Boystown to undergo treatment. He was not detained and this was sent to the probation office <br /> and they did no pay then it came to the county. Nebraska State Statute 43-290 states it is the <br /> responsibility of the parents. County Attorney Jack Zitterkopf stated that he has instructed his <br /> 8 <br />
