Mr. Zitterkopf <br /> stated they should make an attempt to base it off of one code. <br /> Lancaster stated that the committee will have input and the inspector would have one set of <br /> rules. It is a county building inspector and a county employee the general idea was to make it <br /> the same as what was done 5 years ago. <br /> Schuppan also expressed concern on the snow and wind codes they do not want everything <br /> from the city to be applied to the county. <br /> Lancaster noted that there was no plan to take the city codes and apply them to the county. <br /> Mr. Zitterkopf noted paragraph 3 that the committee shall study and make recommendations to <br /> each entity and if they come up with a code it would need to come back to the board. <br /> Discussion was held on the zoning jurisdictions and the ordinances. <br /> Quandt noted that the committee can come up with the codes and take them to the <br /> communities. The county needs a building inspector and minimum standards, it is a safety <br /> factor. <br /> Mr. Purdy asked about the funding. Each community is to contribute $10,000.00 and the <br /> revenue from the permits will help fund the department. Lancaster noted that that it is a 60/40 <br /> split with a cap of$10,000.00. Mr. Zitterkopf stated that the idea was to have the $10,000.00 up <br /> front to operate for a year and at the end of the year have an accounting and funds could be <br /> returned if necessary. <br /> Lancaster also noted that the conditional use permits were not addressed. They decided to <br /> leave the conditional use permits in place as it is now. Mr. Humphrey and Janet receive <br /> compensation for this and they will assist the new inspector. Max Boerson stated he would also <br /> help. This is a two year agreement. <br /> Discussion was held that the job description may need some adjustments. This will be brought <br /> back at a later date no action is needed. <br /> 10. EXECUTIVE SESSION — UNION NEGOTIATIONS <br /> 11. EXECUTIVE SESSION — PERFORMANCE EVALUATION <br /> Lanfear made a motion and Purdy seconded to go into executive session for the union <br /> negotiators and the performance evaluation. There are 2 reasons for an executive session to <br /> prevent needless injury to an individual and to protect the public interest. Arnold, Lancaster, <br /> Lanfear, Purdy, Quandt, Richardson and Schuppan all voted yes and none voted no. Motion <br /> carried. <br /> 11:39 a.m. executive session union negotiations to 11:58 a.m. <br /> 11:58 a.m. to 11:59 a.m. executive session for performance evaluation. <br /> 12:00 Quandt made a motion and Lanfear seconded to go out of executive session.
