That has been completed and they now have <br /> a grant process and this is the first opportunity for awarding the grants requests. <br /> Brad Mellema, Executive Director of the Convention Visitors Bureau stated that this <br /> Fund has been around for several years. He noted the following. <br /> Visitors improvement fund balance 11/13/2015 $617,283 <br /> Spring 2016 Heartland Events payment $108,354 <br /> Fall 2016 Heartland Events payment $108,354 <br /> Operational Reserve $100,000 <br /> Total recommended 2016 Grant disbursement $280,000 <br /> Quandt asked how the dollars are spent. Brad stated they have to spend the money and then <br /> show the receipts then they will be paid and if it is a large project it will be disbursed after the <br /> project is completed. <br /> Lancaster stated that she wanted to make it clear that the CVB is supportive of the Liederkranz <br /> and the Ethnic Festival but that support will come through the visitor's promotion funding not the <br /> grant program. <br /> Lancaster made a motion and Richardson seconded to approve the funding recommendations. <br /> Arnold, Lancaster, Lanfear, Purdy, Quandt, Richardson and Schuppan all voted yes and none <br /> voted no. Motion carried. <br /> Board Assistant Stacey Ruzicka asked how the fund would be distributed, discussion was held <br /> and Mr. Mellema will work with her. The funds will go through the county and would be subject <br /> to the county audit. There will be an agreement and a report to the board next year on what <br /> was spent. CVB will maintain the documents and these are pass through funds. <br /> 14. APPROVE BI WEEKLY PAY CLAIMS AND REGULAR CLAIMS —the Board members <br /> received the board pre approval report for their review. Lanfear made a motion and Richardson <br /> seconded to approve the bi weekly pay claims and the regular claims. Arnold, Lancaster, <br /> Lanfear, Purdy, Quandt, Richardson and Schuppan all voted yes and none voted no. Motion <br /> carried. <br /> 18 COMMITTEE OR BOARD MEMBER REPORTS — Lancaster reported she attended the <br /> Midland Area Agency on Aging meeting. It is important that the county has representation. <br /> Lanfear reported that drug court held the 25th graduation and there were 109 in the program. <br /> The success rate is at 87% and this is much cheaper than going through the court systems. <br /> Lancaster reported that they held a building inspector committee meeting and there were <br /> representatives from the villages. M. Zitterkopf is working on a draft Interlocal agreement and it <br /> may be available in two weeks. They are also working on the job description and they also <br /> need to adopt the building codes. There is no action necessary at this time. She also stated <br /> that the fees would be based on the fee structure from the City. Quandt stated that there wasn't <br /> one person that did not want to go forward with this. <br /> 20 FACILITIES - DISCUSS & APPROVE CHANGE ORDERS- Lanfear stated that the facilities <br /> committee met and here are two change orders. The electrical switch plates need to be <br /> changed and they are requesting dimmer switches. <br /> 6 <br />
