ago. Mr. Schuppan needs to withdraw this motion and Lanfear his second. They need to make a <br /> new motion to approve this conditional permit. <br /> Schuppan withdrew his motion and Lanfear his second. Schuppan made a motion and Lanfear <br /> seconded to approve Resolution #15-066 for the conditional use in a portion of Section 36, <br /> Township 10 North, Range 11 West of the 6th Prim Meriden, Hall County Nebraska. <br /> Lancaster stated she appreciates what Mr. Vontz has mentioned and a lot of effort has gone <br /> into this. She has a concern and feels that it would be reasonable to ask the appropriate party <br /> to take one last look at this. You can't stop everything once something like this comes to light <br /> but it is reasonable to ensure that everyone is clear and fine with this resolution. She has <br /> the resolution DEQ <br /> on the water issues and asked if they could add tote s ution to have Q <br /> address the water issues. <br /> Lancaster made a motion and Quandt seconded to amend the motion to include the request <br /> that they have a DEQ recommendation on the water quality. <br /> Mr. Zitterkopf stated he appreciates Ms. Bohan concern and he has no vote. This application <br /> was filed July 15 and has gone on for 3 months. She has been here 3 meetings and he <br /> understands she could not speak the last meeting but it is curious that this was not raised until <br /> today. If she had this concern would she not be calling the county attorney if they could require <br /> an environment impact study prior to commencing operation? That would have been <br /> appropriate. <br /> Richardson asked if the water has not been tested for 10 or 12 years is the water already <br /> contaminated. <br /> Arnold if concern on migration of the contamination the landowners would have been contacted. <br /> The EPA felt it was not serious enough that they needed to have the oversight and it was <br /> transferred to NE DEQ. They would have not let it go for 10 years without testing because there <br /> is ongoing testing at other sites. <br /> The vote on the motion to amend the original motion was taken Arnold, Lanfear, Purdy and <br /> Schuppan all voted no and Lancaster Richardson and Quandt voted yes. Motion failed. <br /> The vote on the original motion to approve Resolution #15-066 was taken. Arnold, Lanfear, <br /> Purdy, Quandt, Richardson and Schuppan voted yes and Lancaster voted no. Motion carried. <br /> 5 <br />
