BOARD ASSISTANT'S REPORT- Board Assistant Stacey Ruzicka provided the board <br /> members with information from Paul Grieger regarding the jail bond issue. She noted the <br /> interest rate and that some of the bonds will be paid off 8 years sooner and it will save over 8 <br /> million dollars. The levy was left at 3.9 cents and as the dollars are collected the county will be <br /> able to do some of our own refunding. The interest rates are so low that the county will be able <br /> to pay if off sooner. <br /> She also noted information regarding tabling an item. If an item is tabled there would be no set <br /> time to take up the matter again. If an item is postponed there is a specific time that it will be <br /> addressed. <br /> 12. EXECUTIVE SESSION —PERFORMANCE EVALUATION <br /> 13. 11:30 A.M. — EXECUTIVE SESSION — UNION NEGOTIATIONS <br /> Purdy made a motion and Richardson seconded to go into executive session for the <br /> performance evaluation and executive session for the union negotiations. Arnold, Lancaster, <br /> Lanfear, Purdy, Quandt, Richardson and Schuppan all voted yes and none voted no. Motion <br /> carried. <br /> Chairman Arnold stated that the executive session for the performance evaluation is to prevent <br /> needles harm or injury to an individual and the executive session regarding union negotiations is <br /> to protect the public interest. <br /> They will keep track of the time for each executive session. <br /> 11:30 a.m. to 11:31 a.m. executive session for the performance evaluation <br /> 11:31 a.m. to 11:35 a.m. executive session for the union negations <br /> 11:35 a.m. Lanfear made a motion and Richardson seconded to go out of executive session. <br /> Arnold, Lancaster Lanfear, Quandt and Richardson all voted yes and Purdy and Schuppan were <br /> absent for the vote. Motion carried. <br /> Purdy made a motion and Richardson seconded to present the performance evaluation to the <br /> personal committee to present to the employee. Arnold, Lancaster, Lanfear, Purdy, Quandt, <br /> Richardson and Schuppan all voted yes and none voted no. Motion carried. <br /> 14. DISCUSSION AND POSSIBLE ACTION ON COLLECTIVE BARGAINING AGREEMENT <br /> WITH HALL COUNTY PUBLIC DEFENDERS UNION - Richardson made a motion and <br /> Lancaster seconded to accept the collective bargaining agreement with the Hall County Public <br /> Defenders union and sign. They thanked Mr. Janulewicz for helping with the negotiations He <br /> noted that the vacation is the same as the county handbook, the ethics are the same as the <br /> county handbook, the salaries are in line with the county attorney and they will be paid for <br /> mandatory dues not voluntary dues. The vote on the motion was taken. Arnold, Lancaster, <br /> Lanfear, Purdy, Quandt, Richardson and Schuppan all voted yes and none voted no. Motion <br /> carried. <br /> 22 FACILITIES AGENDA— Facilities Director Loran Humphrey was present and reported on the <br /> ADA conference that he attended and stated he appreciated that he was able to go. <br /> 6 <br />
