d. UPDATE ON ADULT PROBATION OFFICE Connie Hultine was present and stated that
under LB 605, District#8 will have 4 more new positions and will be provided funding in July
there isn't a huge concern on space but Hall County is the second largest and there will be more
offenders and they do not know what the numbers will be. Purdy noted that there may be
additional space available August 31, 2016. Connie stated that they will not be able to start
looking at hiring until January and there are training periods. She also noted that there is a bill
that will be reintroduced where the state would pay rent. She just wanted to update the board.
22b. DISCUSSION AND POSSIBLE ACTION ON COURT HOUSE WINDOWS
Loran stated that items b and c were discussed in committee and the replacement windows
were discussed some time ago and no decision was made. He is looking for direction and
asking the board members if they want more information.
Lanfear noted that there was discussion if some of the windows could be opened and Schuppan
also questioned if they should open. There was also discussion if the windows should be kept
historic or look at the aluminum inserts.
Loran stated that last year they had a proposal for$183,350.00 for historic windows but they
would not remove the old ones and that would be an additional $10,000.00. The aluminum
windows would be $139,400.00 and they would remove the old ones. There was also
discussion to keep the interior the same and put inserts on the outside. The committee wants to
know if they should move forward or leave them alone.
Lancaster stated that this was discussed in the past and would like to see them move forward
get prices to compare the costs.
22c. DISCUSSION &ACTION ON REPAIRS TO COURTHOUSE ROTUNDA SKYLIGHT-
Loran showed pictures of the copper dome on the roof and noted that it is leaking. There is only
one company Weathercraft out of Lincoln that can do these repairs and it was about
$29,958.00. Discussion was held if there may be other options to repair it and this may be the
time to do the repairs. Loran is to get more information and bring it back to the board.
He also reported on the gas leak at the HHS building the gas company found that there are 2
abandoned gas lines and they are installing new lines and a new meter. They also had to
evacuate the building because of the gas.
a. CONSTRUCTION UPDATE There have been some odor and dust issues at the courthouse
and they have placed air scrubbers in the building. Judge Young will be gone for several days
so they will be working in his area. He reported that there is no asbestos on the pipes and also
noted that there are no gas lines to the courthouse. The gas was leaking into the ground and
migrating to the courthouse. The judges have also asked that a small restroom on the third floor
to be redone.
Lancaster and Richardson addressed the color of the paint, tile and carpet and dividers in the
office building so would be uniform but there is a concern that the paint is to light. She also
expressed concern on the painting project and how it was done and they have requested that
some issues be corrected.
Lanfear noted that they moved in quickly after the work was done.
7
