<br />Galen Rasmussen, Corp of Engineers spoke in regard to a proposed Hike/Bike
<br />trail on the levy of the proposed Warm Slough project in 1996-1997 years.
<br />Cost share with County, City and NRD, and the need to start planning now
<br />so can be included in budgets when prepared.
<br />
<br />Mike Barnes, Corp of Engineers also spoke in regard to the planned removal of
<br />part of the Hall County Park and the plan to replace to the expanded area
<br />across the railroad track next to the current park.
<br />Milt Moravek, Central Platte NRD was also present.
<br />They explained was a suggestion only and Mr. Barnes stated report would be
<br />coming out in November for Public Hearing to hear any comments.

<br />10:30 A.M. PUBLIC HEARING: to consider liquor application for John William
<br />Albright dba nWing's Restaurant & Lounge, at Airport.
<br />Affidavit-of Publication was read as published in Grand Island Indepen-
<br />dent on Friday, September-II, 1992.
<br />Motion by Abernethy, seconded by Frauen to open the public hearing. On
<br />roll call vote Abernethy, Frauen, Hartman, Leslie, Quandt, Wright and Landis
<br />voted yes, none voted no. Motion carried.
<br />No one present spoke in support or against the application.
<br />Some Board Members questioned the application for bottle club license and
<br />jurisdiction.
<br />Motion by Frauen, seconded by Hartman to close the public hearing. On
<br />roll call vote Abernethy, Frauen, Hartman, Leslie, Quandt, Wright and Landis
<br />voted yes, none voted no. Motion carried.

<br />Chairman Landis requested Board Assistant Ellen Merrill to make phone calls
<br />to get answer~to Board members questions. Would take vote on application
<br />when receive answers.

<br />David Colan, 224 So. Lakeside Drive(Hidden Lakes Area) presented petition
<br />with 43 signatures of immediate residents of the proposed location of
<br />warning siren to be located in Hidden Lakes area.
<br />Discussion followed for approximately 1 hour. There were approximately
<br />19 residents of area present during the discussion. Also present was Howard
<br />Maxon, Communication-Civil Defense Director.
<br />Those speaking during the discussion were David Colan, Karen Colan,
<br />Louise Fiene, Bob Siegel and Don Fiene spoke opposing the location.
<br />Donna Kluck, Leon Ceder lind, Jeannie Schreurs and Joe Jolett residents of
<br />the area spoke in support of the location. It was reported approximately
<br />180 adults live in_the Hidden Lake Area and 43 is small majority.
<br />Maxon explained reasons for the location selected, costs etc. Some
<br />people requested board research the costs of larger siren and have located
<br />at Harmony Hall area.
<br />Motion by Hartman, seconded by Frauen to accept the petition presented
<br />today, refer to County Attorney and take two weeks to study and to tal~~}
<br />with Merrick County officials to see if we can work out a solution for every-
<br />body involved. On roll call vote Abernethy, Frauen, Hartman, Leslie, Quandt,
<br />Wright and Landis voted yes, none voted no. Motion carried.
<br />Chairperson Landis spoke and thanked those who took the time to come today,
<br />and invited them to become more involved with county board meetings. They
<br />would look into this matter and place on County Board agenda in two weeks.

<br />Request for approval to sponsor Lthe; South Central Nebraska Resource Conser-
<br />vation & Development Area application for federal funding was presented.
<br />Supervisor Leslie spoke in regard to the request, and board had approved
<br />payment last week for annual membership.
<br />Motion by__~~rtman, seconded by Frauen to approve and authorize chair-
<br />man to sign ~s a[sponsor for South Central Nebraska Resource Conservation
<br />& Development: Area. On roll call vote Abernethy, Frauen, Hartman, Leslie,
<br />Wright and Landis voted yes, Quandt voted no. Motion carried on 6 yes, 1 no
<br />vote.

<br />Ellen Merrill County Board Assistant reported on her phone call to State
<br />Liquor Commission. Class C License is inside city limites, bottle club
<br />license is issued to those outside city limits.
<br />Motion by Hartman, seconded by Frauen to approve granting the license
<br />for Wing's Restaurant & Lounge at Airport. On roll call vote Abernethy,
<br />Frauen, Hartman, Leslie, Quandt, Wright and Landis voted yes, none voted no.
