15 DISCUSSION AND POSSIBLE ACTION REGARDING ANSWERING THE NOTICE OF <br /> SURPLUS DETERMINATION FOR THE FEDERAL BUILDING—The board had information <br /> from an e mail dated August 6 regarding the Grand Island Federal Building <br /> This is to be answered by August 13, 2015 and there are 5 steps that are to be answered. <br /> Arnold stated the county would be a public body for public service but he expressed concern <br /> that the county may not have a need another building with the purchase of the Plaza Building. <br /> Quandt stated the county has known about this for a year and with the location of this building <br /> we cannot afford to let this go. He stated the county needs to move forward and let them know <br /> we are interested. He asked Mr. Humphrey about the building and he stated that it is <br /> structurally sound it has a new roof and new heating and cooling. It is well built and solid. <br /> Richardson stated she toured the building and it is all up to code and this would just say the <br /> county is interested. She stated it would be a disservice to the taxpayer if we do not answer <br /> this. <br /> Lancaster stated it will take a little work to answer but she agrees that the county needs to take <br /> this step. She noted that there was also a federal courtroom in this building. <br /> The board reviewed the 5 steps that were to be addressed in the response. <br /> Lancaster made a motion and Richardson seconded to proceed with the notice of interest with <br /> the general services notice of surplus and authorize the chair to sign. Arnold, Lancaster, <br /> Purdy, Quandt, Richardson and Schuppan all voted yes and Lanfear voted no. Motion carried. <br /> Jane Richardson, Loran Humphrey and Jack Zitterkopf will complete the notice of interest. <br /> 16. DISCUSS AND APPROVE COUNTY BOARD DIRECTIVE REGARDING DRUG TESTING <br /> —Quandt expressed concern that the adult drug testing has been coming over to the office <br /> building with the juveniles. He would like to see the county board issue a directive stopping this. <br /> Chief Probation Officer Connie Hultine was present and stated that up until LB 561 this was <br /> somewhat new and it did not come to her attention until the Grand Island Independent <br /> addressed it. The adults were to be tested in the morning and the juveniles in the afternoon. <br /> Random drug testing is an issue and they had to change the entire calling system. The <br /> communication did not take place and they had to notify 1600 adults and 300 youth. She also <br /> noted that some juveniles may have adults with them. <br /> Quandt stated that the county spent $80,000.00 on that building and he thought that it was <br /> addressed this cannot happen. <br /> Ms. Hultine stated that the information noted a specific day and there were no drug tests on that <br /> day. She also stated that there could be a situation when a parent is ordered to do drug testing <br /> on a juvenile case. <br /> Lancaster stated the board was told this was going on and they had to separate juveniles and <br /> adults there are now two separate buildings. She stated that this is a serious concern that the <br /> diversion youth would be exposed to the adult probation. Lancaster stated she appreciated that <br /> Ms. Hultine was present. Ms. Hultine assured that board that this will not take place but there <br /> was no communication. <br /> 4 <br />
