DISCUSSION AND POSSIBLE ACTION REGARDING CONSULTATION PROCESS FOR <br /> VETERANS HOUSING PROJECT—Chairman Arnold stated that this is a veterans housing <br /> study and the person would be included in E Mail communications regarding this. He ask if <br /> anyone was interested. Pam Lancaster Doug Lanfear and Gary Quandt stated they will <br /> participate. <br /> PUBLIC PARTICIPATION—Chairman Arnold called for public participation and no one <br /> responded. <br /> 14. DISCUSSION REGARDING UNDERWRITING ENGAGEMENT AND DISCLOSURES FOR <br /> POSSIBLE GENERAL OBLIGATION REFUNDING BONDS AND AUTHORIZE CHAIR TO <br /> SIGN ACKNOWLEDGEMENT- Lancaster stated that the county does business with DA <br /> Davidson for the general obligations bonds and if they would be able to secure a lower interest <br /> rate it necessary to have an underwriting engagement disclosure acknowledgement with them. <br /> Lancaster made a motion and Schuppan seconded to authorize the Chair to sign the <br /> engagement acknowledgement. Arnold, Lancaster, Lanfear, Purdy, Quandt, Richardson and <br /> Schuppan all voted yes and none voted no. Motion carried. <br /> 6. COUNTY ATTORNEY - CONSIDERATION AND ACTION TO DENY A CONDITIONAL USE <br /> PERMIT FOR A LIVESTOCK TRAILER WASHOUT APPLIED FOR BY CHAD RUDA--County <br /> Attorney Jack Zitterkopf stated that Mr. Ruda submitted an application for a conditional use <br /> permit and the public hearing was held. This is a resolution to deny the conditional use permit <br /> and setting forth the reasons for this action. <br /> Schuppan made a motion and Lanfear seconded to approver Resolution #15-032 denying the <br /> conditional use permit for a livestock trailer washout. <br /> Arnold noted that the conditions for the denial in the resolution are strong. <br /> Quandt stated that the board needs to listen to the public and the neighbors do not want the <br /> truck wash. <br /> Arnold stated that it is the duty of the county board to accept or reject an issue and the decision <br /> is to be based on facts and it is important to remember to consider this. <br /> Lanfear stated that this is why the board is having this discussion and this is to just correct a <br /> procedural error. <br /> Lancaster stated that the board has the right to discuss any motion and vote and they did listen <br /> to the concerns of the people and the board has to determine if the concerns were emotional or <br /> legitimate. <br /> 5 <br />
