Mr. Cramer <br /> stated that the communities are will to contribute to establish this. <br /> Chairman Arnold called for any other public participation and no one else requested to address <br /> this issue. <br /> Lancaster made a motion and Quandt seconded to move forward to reinstate the position of <br /> building inspector. <br /> Mr. Arnold asked how zoning permits were issued and there were 70 or 80 zoning permits. <br /> Quandt noted that there was a concern on the number of zoning permits people and questioned <br /> if they were not getting the necessary permits. It may have been a cost savings to get rid of it <br /> but the county is growing and now a MSA it is needed. <br /> Lanfear he is on the committee and he thinks it is vital. Recently there was a concern on <br /> occupancy permits and nuisance issues. They need to work out all of the details and address <br /> the building codes. <br /> 10:25 a.m. Chairman Arnold called for a short break. He stated that item 6 will be tabled and <br /> the board will continue discussion after item 15 regarding the conditional use permit. <br /> 10:30 a.m. returned to regular session <br /> Chairman Arnold called the meeting back to order and the board will address item 15. <br /> 15. CONSIDERATION AND POSSIBLE ACTION TO APPROVE A CONDITIONAL USE <br /> PERMIT FOR A LIVESTOCK TRAILER WASHOUT APPLIED FOR BY CHAD RUDA. <br /> County Attorney Jack Zitterkopf stated that the public hearing was held May 5, 2015 and the <br /> board heard comments for and against this subject. The hearing was closed and he was <br /> instructed to prepare a resolution relating to this conditional use permit and to take in <br /> consideration the public's concerns and as a board they also have responsibilities. He has <br /> made it as proactive as possible regarding the public and the land owners. Mr. Zitterkopf read <br /> the resolution. <br /> Under item 5 the EPA will be doing the inspections and testing the wells this is a broad area and <br /> he did not address all of these issues. <br /> He noted that item 10 may not mean much to the land owners but if a permit is granted this <br /> provides that the board knows who they are dealing with and not with a corporation. <br /> Mr. Zitterkopf stated that the public hearing has been held and concluded and the Chair will <br /> allow for the public to be heard and it is the hope to avoid redundancy of something that has <br /> already been said if they request to speak they need to add new information. <br /> Mr. Arnold stated that he wanted to preface this issue the public hearing was held and when he <br /> left the meeting the instructions were to prepare a resolution to approve the permit and with the <br /> phone calls he did not feel there was any new information of a factual basis. There was concern <br /> on the truck traffic, and the discharge issue and this was addressed in the resolution. The <br /> trucks will be empty and the property is high. His concern is protecting the property rights of the <br /> owner and the board needs to make a reasonable attempt to see that happen. A member of <br /> 5 <br />
